Position Summary:

The Chief of Police is responsible for the overall direction of the University's Police Department.

The Chief, under the administrative supervision of the Vice President for Student Affairs, is responsible for planning, organizing, and directing the operations of the University Police Department.

These operations include a comprehensive law enforcement program, officer training and mentoring, facility security, emergency preparedness, crime prevention, investigations, parking and traffic control, administration of the department's budget, and coordination with external agencies and community organizations. The Chief supports the mission of the department to provide a safe and crime-free environment, creating an atmosphere where students have a maximum opportunity to be successful in their academic endeavors. This position will develop and implement community and service-driven policies and practices that reflect the needs and values of our diverse community and be in service to them.

Specific Job Duties (Essential Functions and Responsibilities)

● Serves as a member of the Student Affairs leadership team.

● Integrate a campus community policing model with mental health, wellness, basic needs, and student support through inter-departmental partnerships and cross-training.

● Lead departmental initiatives and partner with University organizations, student organizations, and others on campus to help facilitate holistic care and support for students, including wellness checks and outreach programs to help educate students about personal safety.

● Setting standards of expectations for all officers through development of policy manuals and directives, and striving to ensure that these standards are met.

● Evaluating all department members according to productivity and conduct, maintaining training records, disciplining as needed, and training support personnel on data entry/retrieval. This includes performing annual evaluations on all classified, exempt, and part-time temporary employees.

● Establishing selection processes for all open positions, conducting background investigations, and hiring and terminating employees as necessary.

● Designing comprehensive training for all officers and student employees and assigning officers to attend required training sessions according to need of specific training.

● Coordinate educational and training efforts and processes for accountability for all officers that fosters and ensures the equitable treatment of others, rooted in dignity and respect. The Chief has overall responsibility and ultimate accountability for ensuring that no member of the Police Department engages in discrimination, harassment, or profiling.

● Assigning duty rosters; coordinating annual, military, and holiday leave as allowed by departmental demands; approving sick leave as necessary and ensuring that all documentation is properly disseminated.

● Assigning investigations to officer, counseling on procedures and techniques of investigation.

● Managing all departmental budget expenditures and department budgets according to available funds and resources.

● Grant writing.

● Evaluating prosecutorial merit of all cases prior to filing with district attorney or issuing citations to court.

● Performing annual statistics and reports (e.g. Clery Act) that pertain and are mandated by the university, state, and federal entities.

● Preparing and executing search warrants.

● Reviewing the escalation and use of force decisions by other officers.

● Providing final review of all criminal reports.

● Disseminating reports to appropriate university officials as needed.

● Reviewing all reports (daily activity, crime reports, unsafe conditions, incident reports).

● Effecting corrections and determining corrective procedures, investigating response, and level of appraisal to other departments.

● Meeting with department heads, Vice President of Student Affairs, other agency chiefs and directors, district attorney, state-wide campus heads, etc. to maintain good working relations, to become aware of new techniques or changes in law, and to disseminate this information to subordinate members of the department.

● Updating policy and procedure manuals (e.g. Employee Safety Rules, Emergency Preparedness guidelines) in compliance with Colorado Revised Statutes and the Code of Federal Regulations.

● Coordinating with building supervisors and department heads to ensure building use is maximized, while ensuring highest possible standards of security for students, faculty and physical properties.

● Supervising departmental computer functions, including training of personnel in data entry, usage, and retrieval.

● Directing Parking Management Program to ensure adequate staffing patterns, parking lot enforcement, productivity, maintenance, and accuracy in data entry and collections of decals and tickets.

● Representing department and providing customer service as necessary to faculty/staff meetings, student organizations, and community functions.

● Coordinating closely with Director of Housing to provide highest level of safety and security for students residing within the residence hall areas, and implementing on-campus crime prevention programs as necessary.

● Gathering, providing analysis and disseminating all statistical data, and preparing required crime reports for Adams State University, according to the Crime Awareness and Campus Security Act of 1990

● Developing close collaborative relationships with housing and campus community to develop a comprehensive plan for retention, student success, and community development.

● Providing leadership in the development of disciplinary policy and sanctions.

● Creating, implementing, and evaluating awareness program series on various topics (e.g. alcohol use, date-rape, self-defense).

● Collecting ongoing data on efficiencies and cost-benefits of current operation.

● Demonstrates self-awareness of one's own cultural beliefs, perspectives, and privileges as a part of one's orientation toward leadership.

● Maintains a bias toward decision-making that is informed by research, data, and theory and that leverages students' unique cultures, experiences, and backgrounds as strengths.

● Builds a culture of collaboration, teamwork, and "over-communication" that fosters collaboration within and across departmental lines.

Qualifications:

Minimum Qualifications:

● Bachelor's degree in education, criminal justice, social sciences or other related fields and/or a minimum of eight years of experience in law enforcement, with three years in a supervisory position, at the rank of sergeant or above, and/or other advanced law enforcement training programs or certifications (e.g. FBI National Academy, Northwestern University School of Police Staff and Command (SPSC)).

● Must be certified or become certified as a police officer by the State of Colorado within one year.

● Knowledge and understanding of the President's Policy on 21 st Century Policing.

● Demonstrated knowledge of law enforcement procedures and tactics.

● Demonstrated ability to manage conflict effectively.

● Ability to treat others with respect, civility, and courtesy and to work honestly, effectively, and collegially with employees, students, and the community. This includes the ability to use appropriate conflict management skills to effectively manage any disagreement that might arise or to seek assistance in productive resolution when the situation requires.

Preferred Qualifications:

● At least three of the eight years of required experience in a university or college setting.

● Strong computer skills with the ability to program and maintain data files.

● Demonstrated skills in community policing concepts, to include, if applicable, campus educational programming and proven record of collaboration with residence halls and other campus and city constituents.

● Demonstration of strong working relationships in the community.

● Demonstrated experience working with college-age students.

● Demonstrated ability to supervise, train, evaluate and lead staff.

● Demonstrated understanding of state and federal compliance (e.g. Clery Act, Title IX, SaVE, etc.).

● Demonstrated ability to plan, organize and direct the operations of a university police department, including, but not limited to, comprehensive law enforcement program, officer training and mentoring, facility security, emergency preparedness, crime prevention, investigations, parking and traffic control, administration of the department's budget, coordination with external agencies and community organizations.

● Demonstrated knowledge and ability to work effectively with individuals and groups with a variety of identities, cultures, backgrounds, and ideologies in a global environment.

● Demonstrated knowledge of restorative justice practices and/or conflict de-escalation.

● Demonstrated ability to work with students experiencing significant mental health challenges or other life circumstances.

● Experience working with diverse populations or in a rural setting.

● Ability or experience working with historically under-served and/or underrepresented populations and first-generation college students.

● Bilingual, Spanish speaking.

Salary and Benefits:

The pay range for this position is $74,860-$85,150 commensurate with experience and education.
