The Technology Solutions Department is actively seeking a Assistant Tech Officer

  • PMP Manager.

This position reports to the Chief of Information Technologies and is responsible for the overall project management function in the Technology Solutions Department, providing leadership, coordination, and management to PMO activities. This position is responsible for creating a uniform approach to enterprise project management.

Examples of Work

  • Primary responsibilities include the following:

  • Leads team of Project Managers (PM) who deliver projects to their agreed specification and quality parameters, on time, within budget in order to successfully execute IT strategies.

  • Leads team of Business Systems Analysts (BSA) in gathering solution specifications through developing business and system requirements, functional specifications, functional designs, and business processes.

  • At times, manage Senior BSA staff in delivering projects within scope, time and budget.

  • Oversees enterprise project management strategy, training, communication, and program/project/control/analysis/reporting.

  • Tracks and analyzes projects, metrics and maintains centralized accountability for management of project portfolio.

  • Supports and is familiar with diverse project management methodologies including but not limited to Waterfall, Scrum, Agile, PMI/PMBOK, Critical Path Method (CPM).

  • Analyzes the overall effectiveness of project management across the portfolio and identify and mitigate areas of Risk.

  • Manages the prioritization process for projects.

  • Assists the business in capital acquisition and expense/financial planning and tracking for projects.

  • Identifies and tracks savings from various IT projects.

  • Negotiates and resolves conflicts and change requests.

  • Ensures resources plans are established across the portfolio to successfully deliver the portfolio of projects.

  • Ensures PMs are consistently utilizing the proper PM tools, following established PMO practices and are operating as a cohesive unit.

  • Reviews, edits, and provides feedback on BSA staff analysis documentation including scope, business requirement documents, functional requirements documents, RFI, RFQ, RFP, quick reference guides, presentations, and any other technical documentation.

  • Meets with BSA team in order to strategize and discuss project issues, status, strategy, and overall project direction.

  • Manages customer project request for team, focusing on resource capacity and priorities.

  • Manages Technical Writer (TW) staff and activities.

  • Manages overall division documentation along with overseeing documentation standards including training manuals and other relevant documentation.

  • Assists in managing the customer relationship with business project sponsor.

  • Directs daily operations of the department, analyzing workflow, establishing priorities, developing standards, and setting deadlines.

  • Stays abreast of advances in technology.

  • Communicates clear direction, manages for results, and leads organizational change.

  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.

Open Requirements/Supplemental Information

  • Bachelors' Degree from an accredited institution.

  • At least ten years of progressively responsible related experience in information technology, systems, business analysis, strategic planning and project management which must include at least five (5) years in IT leadership.

  • Certified Project Management Professional (PMP) from Project Management Institute or a relevant certification is required.
