The Fairfax County Park Authority (FCPA) is seeking an Assistant Division Director overseeing Planning and Real Estate to be a part of one of the most highly regarded park systems in the country. With over 425 parks, 23,000 acres of parkland, nine RECenters, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.

As a member of the leadership team within the Planning and Stewardship Division, the Assistant Division Director sets in motion the vision for planning and real estate initiatives to align divisional goals with agency and county goals, such as the focus on equity and One Fairfax to inform park acquisition, planning, and development across the county. Reports to the Division Director and requires an autonomous, visionary thinker who can collaborate and lead a variety of exciting initiatives within planning and real estate. Collaborates with multi-disciplinary professional staff in a team environment to oversee plan review and analysis, creation of site-specific park master plans, long range plans and reports on park planning issues and special projects and studies. Develops strategic partnerships with private entities in the development of new opportunities to expand services on park land. Operates independently, exercises experienced professional judgement and takes initiative to lead and implement a variety of initiatives.

Illustrative Duties

  • Assists the Park Authority Division Director in the overall administration of the Park Authority's planning and real estate services processes;

  • Develops and directs the overall work program and management plans for the branch;

  • Participates in the development of agency and division long range, strategic and capital plans;

  • Leads agency strategic planning efforts including managing interdivisional teams to determine strategic planning needs, set initiatives and goals, analyze data, monitor progress and evaluate results to satisfy the agency's mission;

  • Prepares strategic plans, reports and presentations for Division Director, Authority Director and Park Board;

  • Develops goals, objectives, and performance measures for the agency in regards to park planning and real estate programs;

  • Leads studies designed to evaluate need for parkland and park facilities;

  • Forecasts trends and anticipates service requirements for parkland and facilities;

  • Develops parkland acquisition strategies;

  • Provides expert technical leadership in the development of land rights and legal agreements between the agency and other governmental agencies or private land owners;

  • Structures and negotiates complex land acquisition and real estate transactions and agreements;

  • Resolves legal issues associated with land acquisition and land management contracts, lease and license agreements, interim use agreements, encroachments and other legal matters and testifies in court;

  • Meets and coordinates with the Board of Supervisors, the Park Authority Board, agency leadership and staff, other county departments and other agencies, community organizations, the business community and citizens to initiate and execute long range and strategic planning and land acquisition initiatives as well as individual park planning or acquisition efforts on behalf of the agency and division;

  • Creates and maintains strong network of interagency and community relationships to promote, implement and sustain park planning and real estate efforts and initiatives;

  • Assists the Division Director with planning of the park capital development program;

  • Supervises the day-to-day work of subordinate staff;

  • Assists the Division Director in preparation and execution of the division budget;

  • Assists the Division Director in ensuring adequate supervision, staffing, training, and development of branch staff.

Required Knowledge Skills and Abilities

  • Knowledge of the principles, methods and problems of park planning administration and organization management as it relates to long range and strategic planning;

  • Knowledge of the principles and practices of planning and development in the public sector;

  • Specialized knowledge in land use, capital improvements, and park development and redevelopment;

  • Knowledge of the principles and practices of regional and urban planning and environmental impact of land use;

  • Knowledge in the preparation of comprehensive land use, planning, and zoning correlated reports as they relate to parkland;

  • Knowledge of the County Comprehensive Plan, Zoning Ordinance and county policies and procedures relative to planning and zoning, personnel regulations, and other associated areas;

  • Knowledge of the principles and practices of real property acquisition for public purposes;

  • Knowledge of planning and land acquisition research methods;

  • Considerable knowledge in budgeting and administration;

  • Ability to establish and maintain effective relationships with other Park staff, peers, elected officials, citizen groups, boards, commissions and other agencies;

  • Ability to develop and implement agency and division long range and strategic plans including goals and objectives;

  • Ability to effectively supervise subordinate staff;

  • Ability to develop effective and cooperative working relationships with local officials, other county staff, the public, consultants and contractors;

  • Ability to gain and maintain the confidence and cooperation of the officials, employees and the public;

  • Ability to make interpretations of complex research data;

  • Ability to speak and write effectively.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a bachelor's degree in planning, business administration, public administration or a related field plus five (5) years of increasingly responsible experience within the specific area of assignment - long range planning, short range planning and/ or real property acquisition. At least three years of experience must have been as a supervisor of a major functional area. A Master's degree may be substituted for one year of the required experience.

PREFERRED QUALIFICATIONS:

  • A visionary leader with strong collaboration and interpersonal communication skills who has the ability to see a vision through to implementation;

  • Must have excellent oral and written communication skills.

  • Master's degree in planning, landscape architecture, architecture, real estate administration, urban design, or related area.

  • Knowledge and experience in legal technical writing of MOU/MOA, leases or public-private partnership agreements is preferred.

  • Experience developing long range or strategic plans for large organizations or local government entities.

  • Experience developing site-specific park master plans.

  • Proficiency using Geographic Information Systems (GIS) in the current version of ArcView, online survey and public input software, and Microsoft Productivity software including Word, Excel, Outlook, PowerPoint, and Teams.

  • Familiarity using and updating databases is also preferred.

CERTIFICATES AND LICENSES REQUIRED:

  • Driver's license (required)

Must have at least one of the following professional licenses of certifications:

  • American Institute of Certified Planners (AICP)
  • American Institute of Architects (AIA),
  • American Society of Landscape Architects (ASLA),
  • Professional Landscape Architect (PLA),
  • Professional Engineer (PE),
  • or Commercial Real Estate Professional

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

Generally sedentary in nature, however employee may be required to do some walking, standing, bending, and ability to lift 10 lbs. Work assignments may also require that the employee make site visits and traverse uneven terrain, occasionally in forested conditions. All duties may be performed with or without reasonable accommodations.
