JOB SUMMARY

Under the supervision of the Chief of Police, directs law enforcement and security plans and programs for the school district.

MAJOR DUTIES & RESPONSIBILITIES

    1. Report directly to the Chief of Police and plan, organize, and direct department and district wide policies and safety related programs and services in order to provide a safe district environment.

2.Develops policies, procedures, and strategies, complying with legal requirements and industry standards.

3.Directs department supervisors who are responsible for internal department safety related programs.

    1. Serves as liaison to district administrators, law enforcement executives, community groups, courts, and the District Attorney's Office.

5.Oversees and monitors issues requiring police attention throughout the district.

6.Performs other job-related duties as assigned.

EDUCATION

Bachelor's Degree

WORK EXPERIENCE

7+ years of police experience and at a minimum attained the rank of Police Commander or equivelent

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Microsoft Office; TCOLE (police); Office equipment (e.g., computer, copier)

Vehicles (e.g., automobile, truck)

Communications/dispatching, Master TCOLE certification, TCOLE training, patrol experience, campus operations, juvenile and adult prisoner detention procedures, and fleet management.

LEADERSHIP RESPONSIBILITIES

Senior management. Direct subordinate of the Chief of Police.

Manages a department or multiple major disciplines, often through subordinate management. Regularly manages staff in the completion of large-scale projects or closely related set of projects/initiatives often spanning multiple disciplines. Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans; delegates assignments to subordinate management and staff.

Allocates resources according to priorities and serves as a secondary decision maker regarding hiring, performance, and budget recommendations. Establish and maintain collaborative working relationships with other law enforcement agencies as well as internal and external partners.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent.

Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

Participates in a group plan and/or budget development

PROBLEM SOLVING

Decisions are made with greater freedom and discretion, including recommendations that are subject to the Chief of Police's approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS

Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS

Negotiate and influence - interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the police department, conducts negotiations and coordinates approvals/decision making below the level of Chief of Police. Interactions are typically with customers and senior management.

CUSTOMER RELATIONSHIPS

Regularly assesses and diffuses complex and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines.

WORKING/ENVIRONMENTAL CONDITIONS

Work involves some exposure to moderate risk of accident and requires following basic safety precautions. Ability to carry and/or lift less than 15 pounds.
