Reynolds is one of the largest community colleges in Virginia and serves Virginia's capital city and five nearby counties. Annually, our four campus sites serve approximately 13,000 credit students and provide training for 7,400 students through the Community College Workforce Alliance. Reporting directly to the president, the Associate Vice President of human resources provides senior leadership for all aspects of the college's HR programs. These include talent acquisition and selection, organizational communication, talent management and succession planning, workforce analysis, compensation and benefits, rewards and recognition, diversity and inclusion, HR information management and systems, policies, and payroll.

The AVP provides senior leadership in the transformation of the college's culture by creating, implementing, and assessing programs that improve the overall health of the organization. This position serves as an advisor to the President in such matters.

Essential Functions:

  • As the senior HR leader at the college, ensures the direction and implementation of HR programs across the institution.

  • Leads efforts to develop and sustain an organizational culture of excellence, collaboration, and student success through employee development, performance management, organizational communication, and employee relations initiatives.

  • Develop expert knowledge and understanding of policies and practices defined by governance authorities, such as Virginia Department of Human Resources Management (DHRM) and Virginia Community College System (VCCS). Review policies of Reynolds Community College to ensure alignment and opportunities for business simplification. Interprets same to ensure compliance and continuous improvement.

  • Directs planning, research, and development of programs to create and sustain a culture of inclusive excellence for all members of the Reynolds community. Works collaboratively with college partners to develop strategies to recruit, retain, and sustain the success of employees and students from diverse backgrounds.

  • Directs the recruitment, selection, and placement of faculty and staff. Oversees the issuance of contracts to administrative, professional, and instructional personnel.

  • Oversees the development of policies, procedures, programs, and strategies to provide employee access to ongoing professional development programs including leadership and talent development programs, new employee onboarding, compliance training, et cetera.

  • Administers the development and maintenance of the human resources management information system; Human Capital Management (HCM) and college-wide compensation programs. Partners with HR Consultants assigned to the college on college and system related initiatives and activities.

  • Serves as the official custodian for all records of personnel employed at the college. Oversees the access/confidentiality of employee files as required by state and federal laws.

  • Serves as the chief human resources officer, chief diversity officer, ADA compliance officer and Title IX officer, ensuring compliance with pertinent policies, procedures, and regulations.

  • Oversees the implementation of the college's equal access/equal opportunity grievance procedures, directs the investigation of all complaints of discrimination, and provides recommendations to the president.

  • Directs and establishes policies and procedures for the recommendation of personnel actions to the president.

  • Provides tactical hands-on support, as needed to ensure business continuity in the HR function.

  • Provides HR consultation to the president, executive cabinet members, and leadership of the college.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

  • Master's degree from a regionally accredited institution (required), preferably in human resources management, management, industrial psychology, organization development, or a related discipline.

  • Experience and progressive leadership in human resources, preferably in an educational, public, or non-profit setting.

  • Extensive knowledge of human resources related federal and state employment laws and practices.

  • Experience handling and mitigating employee relations and workplace conflict.

  • A demonstrated commitment to diversity, equity, inclusion, and belonging.

  • Demonstrated knowledge of the principles and practices of strategic HR management.

  • Deep knowledge of federal and state employment, civil rights, and equal opportunity laws.

  • Ability to manage or lead projects and initiatives including deploying HR and change strategies.

  • Proven ability to work tactfully and sensitively with various campus and community groups.

  • Demonstrated ability to define, collect, sort, maintain, and prepare accurate reports as required by federal and state agencies, and college administration.

  • High level of initiative and sense of urgency to accomplish objectives.

  • Demonstrated managerial, organizational, and problem-solving ability.

  • Ability to work effectively with others in a vibrant, diverse community and meet the needs of diverse student and employee populations.

  • Highly effective interpersonal, oral, and written communication skills.

  • Ability to stay abreast of HR related emerging trends, laws and practices.

Additional Considerations

  • Experience with Virginia Department of HR Management (DHRM) policy administration, and Virginia Community College System (VCCS) policy administration highly preferred.

  • Title IX administration highly preferred.

  • Senior HR Professional certification, or equivalent, preferred.

Type of Appointment:

Full-time twelve-month administrative appointment.
