Job Description:

The Associate Vice President of Administration for Campus Facilities reports directly to the Vice President for Finance and Administration and is responsible for the day-to-day operation and maintenance, planning and development of Campus Facilities.

The Associate Vice President provides executive leadership and oversight for Campus Facilities and provides expert consultation, assistance and direct administrative oversight in the areas of knowledge of the various fields and disciplines related to the responsibilities of the Campus Facilities Department; such as, building trades (electrical, mechanical, plumbing, carpentry, HVAC, etc.) architect, facility planning, drafting, facility design, writing technical specifications, construction, management, plant safety, purchasing, inventory management, and transportation.

The position partners with other executive leaders in developing and implementing institutional initiatives to further the College's core business of instruction and learning. The Associate Vice President of Administration participates in strategic and operational planning aimed at achieving SUNY, institutional, and departmental objectives. The incumbent is charged with upholding Diversity, Equity and Inclusion (DEI) values within the college community, ensuring equal opportunity and fair treatment.

ROLE AND RESPONSIBLITIES

  • In consultation with the Vice President for Finance and Administration, establish departmental goals and objectives for service to the main campus and all off-campus sites.

  • Provide effective and timely services to College sites in the areas of engineering, housekeeping, buildings and grounds operation and maintenance.

  • Develop and implement programs and plans for planned and preventative maintenance of all structural and operating systems involved in campus facilities.

  • Continually collect, organize and analyze data on the condition of all campus facilities for use in planning and decision making, and report regularly to the Vice President for Finance and Administration on findings and implications for institutional planning and action.

  • Assure that all operations and activities under his/her supervision are in compliance with all applicable codes, rules and regulations, such as PESH, OSHA, ADA, fire and building, health, labor, etc.

  • Work with Director of Campus Safety and Project Management to finalize projects and take over and maintain facilities.

  • Submit operating budget requests and manage established operating budgets, providing leadership in promoting increased productivity and controlling operating expenses and special project costs.

  • Plan, recommend, implement and operate programs and projects, which provide a safe and secure physical environment for persons and property.

  • Supervise, direct, and evaluate the performance of personnel assigned to the Campus Facilities Department.

  • Participate in labor management meetings as necessary.

  • Supervise fire alarm inspections and building code certification processes.

  • Responsible for the annual certification and periodic evaluation of campus facilities by the EPA, DEC and PESH.

  • Coordinates required annual safety training pursuant to the OSHA, Right to Know and NYS laws.

  • Participation in department, division, and institutional assessment activities as required.

  • Assume other duties as assigned by the Vice President for Finance and Administration.

Requirements:

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to effectively direct and supervise a diverse work force with varying skill levels, demonstrating significant team-building skills.

  • Ability to plan, manage, and report on complex projects, meeting deadlines within established budgets.

  • Ability to use current technology in facility management and planning, including GIS, energy management, personnel productivity, project management, etc.

  • Knowledge of code enforcement and NYS Building Code Certification.

  • Superior organizational skills, and the ability to prepare, achieve, manage and report on departmental and project goals, objectives and budgets.

  • Ability to work well with others, throughout an organization such as the College, developing and maintaining productive working relationships.

  • Superior verbal and written communication skills.

Required Qualifications

  • Bachelor's degree in Civil, Mechanical or Electrical Engineering or other relevant field.

  • Minimum of ten years in physical plant management, engineering, construction management or architectural experience.

  • Thorough knowledge of building trades, excellent communication skills and demonstrated management ability.

  • Knowledge of maintenance and energy management systems, code enforcement, fire inspections and emergency procedures.

Preferred Qualifications

  • Master's degree in Civil, Mechanical or Electrical Engineering or other relevant field.

  • Higher education experience.

  • Experience with collective bargaining units.

  • The performance of this work is in-person and on-site.

Class: Management Confidential

Salary Range: $130,000 - $140,000
