Tidewater Community College has served South Hampton Roads - both students and employers - for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC's institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

The Associate Vice President of Facilities Planning and Operations will bring a broad vision of sustainability that integrates facilities, safety and well-being, while considering the academic and societal implications of building and space. The successful candidate will have significant leadership and business management experience, excellent written and spoken communication skills, strategic planning knowledge, experience with program administration and budgeting, and the ability to foster key relationships. The Associate Vice President oversees all maintenance and upkeep of the college's 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The position is responsible for all-aspects of new construction and renovation projects, including planning, design, construction, identification and procurement of furnishings and equipment, building and system commissioning, and occupancy logistics. The position supports the mission of TCC by providing quality facilities that support the current and future requirements of the college mission and meet the functional and physical needs of the faculty, staff, and students. This position also provides for the proper administration and management of the college's custodial staff, the grounds maintenance program, and a fleet of safe, well-maintained vehicles. Reporting to the Vice President for Administration , the Associate Vice President works closely with capital project stakeholders, including college and campus leadership, as well as with the Virginia Community College System Office staff responsible for managing capital projects.

FUNCTIONAL RESPONSIBILITIES:

Facilities Planning & Development:

  • Coordinate and oversee development of the college's biannual Six-Year Capital Outlay Plan based on TCC's projected enrollments, strategic requirements, and the facilities condition of existing buildings.

  • Assure that a current and accurate master site plan is developed, maintained and aligned with the college Academic plans for each of TCC's campuses.

  • Utilize sustainable practices to develop healthy, safe learning/working space of the future to plan, construct, and operate the infrastructure and facilities that comprise the physical campus.

  • Provide leadership in the selection process for Professional (architectural & engineering design) Services for the college's approved capital projects as well as for the selection of the construction contractor. Serve as the coordinator for the Building Committee for each approved capital project.

  • Oversee the programming and planning of each approved capital project, assuring that the resulting design meets the college's high standards for architectural aesthetics as well as the intended operational capabilities of the building within the authorized funding for the project.

  • Oversee the construction phase of each capital project, keeping college leadership apprised of any matters that may jeopardize the ability to deliver the project on schedule and within authorized funding or that may result in a reduction of the operational capabilities of the building.

  • Manage the identification, procurement, and installation of equipment and furnishings for capital projects, coordinating with the project's stakeholders to select items that enhance each building's effectiveness and the experience of its users while remaining within the funding allocated for equipment and furnishing the project.

  • Working closely with each project's stakeholders, develop and implement an efficient and effective logistics plan for occupying the new or renovated building, including relocating materials from existing locations into the new facility.

  • Assure that appropriate college staff are familiar with each new building's systems and are provided with the necessary technical documentation and training to maintain the systems' operability after the construction phase is complete.

  • Oversee the testing and commissioning of each new building's systems to insure that they are operating as designed and are properly supporting the building's functions.

  • In coordination with the building's occupants, identify and track correction of material issues under the construction warranty as well as issues caused by improper design or construction.

Facilities Management & Services:

Plan, organize, direct, coordinate, and oversee the daily facilities inspection, maintenance, repair, and construction efforts of the college, with the exception of capital projects.

  • Plan, organize, direct, and oversee custodial activities and operations involved in cleaning and maintaining college buildings to provide clean and hazard free facilities that meet the needs of the faculty, staff, and students; oversee the collection and disposal of waste materials, including the proper disposition of recyclable materials and hazardous waste.

  • Prioritize, plan, and coordinate the college's deferred maintenance program, preparing an annual plan making best use of available fiscal and personnel resources, assuring completion of planned maintenance and repair actions, and documenting completed work and emerging maintenance requirements.

  • Plan, direct, and oversee the parking lot and grounds maintenance and landscaping activities of the college so that its campuses and other facilities make a highly favorable impression on visitors, employees, and students.

  • Supervise a college-wide preventive maintenance program for facility equipment and components, to include all mechanical, electrical and structural systems and any other equipment/components associated with the physical plant of the college.

  • Oversee the development and implementation of a college-wide facilities inspection program to identify facility repair and improvement opportunities and develop courses of action to address findings.

  • Coordinate the establishment of work priorities based on schedules, emergency repair requests, and expected need dates.

  • Anticipate on-going maintenance needs and develop plans that include some degree of flexibility for unexpected repair needs of infrastructure systems and special projects.

  • Assist faculty and staff in developing facility maintenance/renovation requirements to improve existing college building spaces; supervise the preparation of cost estimates for budgeting purposes; provide sound recommendations on methods of accomplishment; and adhere to current facility-related policies and procedures.

  • Serve as the college's primary liaison with the Virginia Community College System Office to develop, monitor, and track college leases and transfer agreements for facility space.

  • Serve as the college's primary liaison with facilities maintenance contractors, except in those instances where emergency repair work is critical to the immediate need of the respective campus. In this instance, the campus facilities manager will oversee the situation and provide updates to the Associate Vice President.

  • Provide technical assistance to faculty and staff with regards to environmental issues within the college.

  • Oversee the college's vehicle management/maintenance program, to include the official state vehicle inspection program for the college, for providing safe and well-maintained state and fleet vehicles for college staff use.

  • Design, layout, and maintain a building keying system of all college buildings and maintain a current master keying record on all keys issued.

  • Research and recommend purchase of new equipment and materials for the maintenance and repair of facilities and grounds.

  • Assure compliance with federal and state occupational safety and health regulations; implement management steps to encourage a safer work environment and reduced work-related employee time lost.

  • Assure that college facilities comply with the requirements of the Americans with Disabilities Act and other federal and state regulations concerning accessibility.

  • Manage the Facilities Management financial accounts within allocated annual budgets; propose changes to the annual budgets as changed circumstances warrant.

  • Oversee and coordinate the procurement of materials and services as necessary to fulfill the responsibilities delineated above.

Serve on the College Safety Committee; serve on other committees as assigned.

Direct and supervise direct-reporting assigned staff, including setting appropriate expectations and evaluating performance against those expectations; oversee the selection, supervision, training, and evaluation of college facilities staff; insure that the grounds maintenance/landscaping contractor provides properly trained staff who perform assigned duties correctly and in a timely fashion.

Perform other tasks as assigned.

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

  • Progressively responsible leadership experience in the field of facilities development and management of large, complex facilities, preferably in the education sector and preferably in a multi-location environment.

  • Experience preparing master plans, development plans and related documents in collaboration with stakeholders and in support of a comprehensive and integrated approach to installation land development.

  • Demonstrated knowledge of facilities development and maintenance management practices and the requirements of a variety of federal, state, and local construction, environmental, and occupational safety regulations.

  • Demonstrated ability to interpret laws, rules, and regulations pertaining to construction, renovation/remodeling, procurement, health, and safety; to formulate policy and procedures; to compile clear, accurate reports; and to coordinate/facilitate meetings.

  • Demonstrated ability to oversee and coordinate the development of long-range capital outlay plans, including assessing the implications of enrollment projections, the college's strategic requirements, and the condition of existing facilities, developing accurate cost projections, and developing appropriate phasing and prioritization of projects across the term of the plan.

  • Demonstrated ability to oversee and supervise the planning and implementation of a preventative maintenance program for facilities and related infrastructure.

  • Demonstrated ability to successfully coordinate and manage multiple construction, renovation, maintenance, and repair projects at different locations.

  • Demonstrated knowledge of community college goals and objectives, of their diverse students and employees, and of the strategic needs of various academic and other college divisions.

  • Demonstrated ability to write clearly and articulately, using the appropriate varieties of technical writing where necessary.

  • Skill in establishing effective partnerships and in interacting successfully with and fostering effective working relationships with internal constituencies and representatives of external agencies and entities.

  • Demonstrated ability to plan and implement a variety of projects and to articulate the associated implementation strategies.

  • Demonstrated ability to coordinate people and work when required by complex renovation/maintenance projects.

  • Demonstrated ability to supervise facilities maintenance staff in an environment where response and corrective repairs to college buildings, vehicles, equipment and utility systems are vital to the mission of the college.

  • Master's degree in architecture, engineering or a related field is required.
