I. INTRODUCTION

The Associate Vice President for Administrative Affairs (AVPAA) for the UH Community Colleges serves as the chief administrative officer to the Vice President for Community Colleges in policy formulation, strategic and long-range planning, administrative management of the UH Community College System. The AVPAA provides leadership and direction for the Community College System through policy formulation, coordination and exercise of management responsibilities in administrative affairs including, but not limited to, planning, budgetary and financial management, human resources management, physical facilities planning and construction management, Title IX compliance and EEO/AA, auxiliary and commercial enterprise management, marketing and communications, legal and legislative affairs.

II. DUTIES AND RESPONSIBILITIES

Provides leadership and direction in the facilitation and coordination of all aspects of administrative affairs for the community colleges including, but not limited to, budgetary and financial management, human resources management, facilities planning, auxiliary and commercial enterprise management, Title IX and equal opportunity employment/affirmative action compliance, marketing and communications, and legal and legislative affairs.

Advises the Vice President for Community Colleges on issues relating to campus operations including analyzing, preparing, and advocating for the Community College budgets; serves as the administrative advisor on all issues and concerns relating to the seven community college campuses.

Provides budgetary and financial oversight of the seven community college campuses in budget development and execution, and the development of expenditure plans in determining appropriate allocations to campuses based on the evaluation of program requirements.

Administers the human resources functions for faculty and staff including appointments, terminations and changes to appointments, which includes ensuring that laws, policies, and procedures are followed. Provides guidance and support in all aspects in human resources management

Directs and ensures that the community colleges are compliant with Title IX, the Violence Against Women Act (VAWA), and Equal Employment Opportunity/Affirmative Action (EEO/AA) rules and regulations. Provides investigation support for issues arising at community college campuses.

Directs the Capital Improvements Projects (CIP) program for the community colleges in developing the CIP budget requests for the community colleges and setting the priorities for the planning and execution of the CIP appropriation. Prioritize campus CIP projects and ensures the fair and equitable distribution of CIP funds among the seven community college campuses.

Directs the auxiliary and commercial enterprises program for the community colleges. Ensures that all activities at the community college campuses are financially viable and supports the mission of the community colleges.

Directs the marketing and communications program for the community colleges to promote a positive image in the community and promotes interest in the programs offered. Develop marketing strategies that encourages students to enroll in credit classes as well as non-credit offerings.

Serves as the legislative liaison for the community colleges both during and between the legislative sessions. Establishes and maintains effective relationships with key legislators in both the House and Senate as well as their staffs. Respond to all as well as anticipate inquiries from the legislature in order to obtain support and to gain approval of community college budget requests.

Consults and coordinates activities involving senior systemwide and campus administrators, members of the Board of Regents, legislative committees and staffs, and City, State and Federal agencies and community groups and individuals.

Perform other duties as assigned.

III. MINIMUM QUALIFICATION REQUIREMENTS

Bachelor's degree in Business, Public Administration or related field and five years of progressively responsible leadership experience in a higher education organization, or a demonstrated record of comparable professional experience; or

Master's degree or higher and seven years of managerial experience in one or more of the following areas: budget and financial management, human resources management, facilities planning and auxiliary enterprises.

Experience at an administrative level that involved designing and implementing successful administrative programs and initiatives, or a demonstrated record of comparable professional experience.

Demonstrated ability to establish and maintain effective working relationships with faculty, staff, students, legislators, state, county and Federal officials, other campus and system administrators, and the general public.

Demonstrated ability to effectively supervise employees.

Demonstrated ability to communicate effectively, both verbally and in writing, to internal and external constituencies.

IV. DESIRABLE QUALIFICATIONS

Master's degree or higher in Business Administration or related field.

Administrative leadership experience in a community college and/or higher education.

Experience in administrative management including, but not limited to, budgetary and financial management, human resources management, facilities planning, auxiliary and commercial enterprise management, Title IX and equal opportunity employment/affirmative action compliance, marketing and communications, and legal and legislative affairs.

Knowledge of state fiscal operations and budget development.

Experience in working with governmental agencies.

Ability to work with the various constituencies and policy-making bodies of the University of Hawaii, the State and Federal government.

Demonstrate skills in any or all of the following: a) procurement and purchasing, b) budget preparation, c) CIP development, and d) federal project administration.
