Franklin & Marshall College is recruiting for a full-time Associate Vice President, Department of Public Safety/Chief of Police.

Job Description:

The Associate Vice President for Public Safety/Chief of Police is responsible for the vision, leadership, management, and direct oversight of the College's sworn, accredited police and security force, including critical incident response and emergency management, campus investigations, and dispatch, as well as liaising with appropriate internal and external constituencies to ensure the strategies and needs of the Franklin & Marshall community are met with a coordinated vision and implementation.

Essential Functions:

  • Plan, coordinate, supervise, and lead the functions and services of a 24 hour/365 day armed law enforcement department, including dispatch functions, within approved budget levels. Responsible for the development and enforcement of all operating policies, procedures, and methods essential to maintain campus safety.

  • Oversee and work collaboratively with campus partners to ensure compliance with legal and regulatory requirements (e.g. Clery, VAWA). Remain abreast of safety/security and legal issues impacting higher education, and develop systems, tools, programs and procedures to meet the changing conditions (i.e. legal, regulatory, physical). Ensure that the department receives regular training to maintain appropriate certifications and remain knowledgeable of current trends, techniques and practices.

  • Proactively address campus security issues, working with others as appropriate, and effectively respond to concerns from all constituents. Oversee the development and implementation of effective safety and security educational programs and activities for students and employees, including oversight of the student EMS program.

  • Maintain effective and collaborative working relationships with outside law enforcement agencies, local emergency management officials, and community organizations. Work closely with campus administrators (e.g. VP of Finance and Administration, Environmental Health and Safety, Facilities, General Counsel, Student Affairs, Title IX) to ensure college preparedness for situations that might negatively impact overall campus safety.

  • Provide incident command and coordinate emergency response for incidents, as appropriate, and work with appropriate administrators to execute and operationalize the campus Emergency Preparedness & Response Crisis Management Plan. Chair the Public Safety Advisory Committee and serve on the Emergency Preparedness and Response Committee. Represent the department and College on select working groups, committees, and partnerships, both internal and external to the College.

  • All other duties as assigned.

Requirements:

Minimum Qualifications:

  • Bachelor's degree in Criminal Justice, Public Safety or Business Administration or related field.

  • At least 7 years of Law enforcement experience.

  • Supervisory experience.

  • Title 53 (Act 120) Municipal Officer Training Certification.

  • Act 235 Certification.

  • Excellent oral, written, interpersonal communication skills.

  • Proficiency in Google Suite Products (Docs, Gmail, Sheets, Slides, Drive)

  • Evidence of a commitment to diversity, equity, and inclusion.

  • Valid driver's license.

  • Successful interview.

  • Successful completion of background checks.

Preferred Qualifications:

  • Three or more years of prior Higher Education Law enforcement experience.

Additional Information:

Offers of employment are contingent upon the successful completion of reference checks, a criminal background verification, and verification of credentials. The College will coordinate these verifications.
