Brief Summary of Job Duties

Reporting directly to the Vice Chancellor for Administrative Services, the Associate Vice Chancellor (AVC) of Human Resources is the chief staff human resources officer (CHRO) at UC Santa Barbara. The AVC/CHRO role is a strategic, committed, and diligent HR leader overseeing over 30 HR professionals through experienced managers with institutional expertise in the delivery of a broad array of essential and dynamic HR services to the campus community. Working with campus senior leadership, the AVC/CHRO will lead, develop, and manage progressive human resources services, programs, and systems aligned with the university mission of teaching, research, and public service. The AVC/CHRO collaborates with and consults with UC systemwide Human Resources on matters of policy and programs for which the UC Office of the President has purview.

The AVC/CHRO will bring and set a vision for Human Resources for UC Santa Barbara. A key priority for the role will be to analyze and learn the current HR department and its services and programs, as well as the campus' strategic priorities, to collaboratively champion for HR to most effectively support the campus and its people. In a time of constant change, the next AVC/CHRO may lead innovative thinking alongside and for their team and key campus stakeholders in advancing what and how work is done. Overall management responsibilities include oversight for the following campus HR functions and services: Compensation and Classification, Employee Engagement, Employee and Labor Relations, Employee Services, Talent Acquisition/Training and Development, UCPath Position Control/Workforce Administration, and HR Office Operations.

Required Qualifications

  • Advanced degree in HR management, public administration, business administration, employment and personnel law/policies, or other related field; or an equivalent combination of education and experience.

  • Significant number of progressively responsible human resources management or related experience in a large, complex organization.

  • Proven experience as a manager with visionary leadership; strong ability to mentor and coach other managers and to inspire others to achieve goals.

  • Experience developing a highly effective human resources infrastructure including selecting, training, organizing, developing, and mentoring HR professionals.

  • Experience serving as a leader for diversity and equity, actively promoting organizational initiatives and taking measures to maintain an equitable and inclusive environment.

  • Experience with departmental budgets, fiscal management, staff management and team building and engagement.

  • A track record of success and broad contemporary knowledge of various areas of HR with experience in talent management, labor and employee relations, benefits administration, and/or classification and compensation.

  • Knowledge of federal and state employment laws including but not limited to those administered by the Department of Labor, Equal Employment Opportunity Commission, and the Office of Federal Contract Compliance.

  • Strategic leadership skills to successfully navigate a complex, matrixed environment, including demonstrated competencies in political and business acumen, consensus building, results and mission driven outcomes, and change management.

  • Strong verbal and written communication skills and demonstrated experience effectively conveying information and tactfully dealing with diverse people, situations, and ideas.

  • Demonstrated critical and strategic thinking skills and judgment to make sound decisions in uncertain or ambiguous situations; ability to approach challenges with a clear perception of organizational and political impacts.

  • Demonstrated analytical and creative skills to plan, lead, and implement innovative solutions and make positive impact and sustained change for people and culture.

Preferred Qualifications

  • Experience in a progressive academic institution or experience in a public institution.

  • Employee and Labor Relations: employee relations, labor relations (academic and staff), collective bargaining and contract administration, grievance and complaint administration, staff personnel policies and procedures

  • Talent Acquisition/Training and Development: talent acquisition services, training and professional development programs

  • UCPath Workforce Administration: centralized staff position control, workforce administration support, UCPath training, staff performance development program

  • Leads strategic efforts to evaluate, assess, and improve campus-wide HR practices, programs, systems, policies, and procedures, including providing guidance for change management impacts and employee engagement initiatives and programming.

  • Utilizes HR-specific and organizational metrics to gauge customer satisfaction, assesses HR department performance, and fosters a continuous improvement environment within HR.

  • Participates with the other UC CHRO's in determining changes to UC HR strategic direction and UC systemwide HR policies. Advocates for and represents UC Santa Barbara interests within the University of California system and with the Office of the President.
