Other Conditions: To begin approximately July 2024. The position is located on Maui and will require remote work, regular reporting of activities and accomplishments, and intrastate travel. Continuation of the position will depend on availability of funds, program/operational needs, and satisfactory performance.

The Energy Specialist will work independently under the general direction of the Director of Hawaii Natural Energy Institute (HNEI) to coordinate extramurally funded programs involving multiple government and non-government organizations; support development of new partnerships and projects to accelerate Hawaii's transformation to low-carbon energy; and coordinate HNEI's activities under the Hawaii Energy Policy Forum. Duties and responsibilities will include but not be limited to the following.

Duties and Responsibilities:

  • Exercise professional expertise to support, coordinate, and manage extramurally funded projects supporting the transformation of Hawaii's energy systems including:

  • Coordination of community relations throughout Maui county related to the subject awards.

  • Development of project plans to ensure coordination among the various organizations on Maui and throughout the state.

  • Manage day-to-day operations of selected extramural awards.

  • Development of outreach materials related to the subject awards.

  • Coordinate and prepare reporting required by funding agencies.

Collaborate with Director and other senior staff members in the development and implementation of plans for execution of HNEI mandates under Hawaii Revised Statute HRS 304A-1891 including:

  • Coordination of HNEI research plans and activities to be consistent with the State of Hawaii Renewable Energy Portfolio goals.

  • Support day-to-day operations of in-house and contracted research under HRS 304A-1891 to ensure attainment of state and statute goals.

  • Support liaison, communication, and outreach processes to broaden partnerships and to communicate research results to technical and lay audiences including coordination of Hawaii Energy Policy Forum activities.

  • Participate in reporting required under HRS 304A-1891

Coordinate with Director and other senior staff to develop relationships with industry, business, government, and community organizations to support the establishment of corporate alliances, sponsored research, and grant funding opportunities that are consistent with HNEI's mission and research priorities.Identify, plan, organize and communicate HNEI programmatic activities with the Hawaii State Energy Office and other Hawaii government and non-government organizations to enhance HNEI's visibility throughout Maui county.Work closely with HNEI's liaison to Hawaii State legislature to research, identify and investigate existing and proposed relevant legislation, prepare testimony, and coordinate other legislative interactions.Collaborate with Director and senior faculty in the development and preparation of proposals including identification of funding opportunities, coordination of proposal submission, completion of submission documents, and communication of results.Serve as Principal Investigator on research proposals in relevant areas.Work independently but in close coordination with HNEI Director, other staff, and contractors in carrying out projects throughout the islands but with a focus on Maui county.Develop communication strategies to interact with a broad array of stakeholders, including project partners, local and federal regulatory agencies, funding agencies, electric utility companies, and decision makers within the University of Hawaii and State government to promote HNEI projects and programs.Prepare and present reports/presentations orally before community, public/private organizations, and decision-making bodies.Perform other duties as required.Minimum qualifications:

  • A PhD from an accredited university in natural sciences, engineering, economics or other relevant discipline. For highly qualified candidates, clear evidence of industrial and academic experience relevant to the duties of the position may be accepted in lieu of advanced degrees.

  • Minimum 4 years professional experience at the Assistant Specialist rank in project development, project management, and/or utility operations.

  • Demonstrated increasing professional maturity including at least two years of experience directly related to the current job assignment.

  • Demonstrated ability to plan and organize assigned activities, including the work of assistants when appropriate.

  • Ability to work effectively with faculty, staff, and administrators as necessary.

  • Ability and willingness to work remotely with Maui as the home location.

  • Demonstrated ability to independently conduct research or to carry out major projects of importance to the University and the community.

  • Demonstrated ability to maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals to independently carry out major projects of importance to the University and the community.

  • Excellent ability to communicate effectively verbally and in writing including demonstrated experience in the areas of grant-writing, public relations, and media relations.

  • Proven track record of creativity and initiative in planning, launching, and executing projects, products and services for commercial markets.

Desirable qualifications:

  • Demonstrated familiarity with utility operations in the State of Hawaii.

  • Familiarity with Maui specific energy issues and Maui county community organizations.

  • In-depth knowledge of Hawaii's energy programs, utility operations, and regulatory and legislative processes.

  • Familiarity with US DOE grid modernization programs and goals.

  • Familiarity with preparing US DOE grant applications.

  • Demonstrated understanding of business and government practices in Hawai'i and nationally.
