Position Title Associate Registrar FLSA Exempt FT/PT Full Time Hours Per Week 37.5 Work Schedule M-F 8:30-5 Grade 17 Minimum Compensation $75,634 General Responsibilities

The associate registrar serves as a key member of the Office of Records, Registration, and Veterans' Affairs (RRVA) team and provides input to the registrar on strategic planning, enrollment management, budget development and planning, curriculum review, emergency preparedness, state and federal compliance, core work enhancement, performance management, student record and data management and statistical analysis, presentation, reporting, and outcomes assessment. This position supervises the RRVA information specialist and the military services and reporting specialist and is responsible for the design and implementation of college efforts to engage and sustain the military and veteran community's successful transition from combat to classroom, and ultimately persisting to achieve their academic goals. The associate registrar is responsible for college compliance to state and federal regulations affecting the military and VA community and spearheads education to the greater HCC community on issues impacting the military community.

The associate registrar plays a key role in the enrollment information development and submission process, preparing state and federal reports, developing and disseminating internal enrollment statistics including weekly enrollment reports and demographic reports during registration periods, and answering ad hoc internal data requests. Along with the registrar, the associate registrar works closely with other enrollment services units, academic affairs, the finance office, planning research and organizational development, and other college units on reporting processes.

This position administers the college's academic amnesty policy and the academic standing process. This position manages the resolution of grade discrepancies and omissions, NA reporting, deceased student records, residency appeals, the resolution of duplicate records, and other student record processes.

Work Performed

As the primary School Certifying Official, this position administers the federal campus-based Veterans' Affairs and Tuition Assistance programs, and serves in a leadership capacity ensuring the college provides excellent service to veterans, service members, and their dependents and fulfills compliance requirements.

Prepares data for the external enrollment information submission process, including state and federal reporting. Oversees submission of enrollment, graduation, and Gainful Employment reports to the National Student Clearinghouse.

Manages the administration of residency procedures and determines outcome of residency appeals. Oversees record management related to residency mismatches and coordinates with enrollment services and finance to ensure accurate classifications.

Administers the college's academic amnesty process and the academic standing processes.

Supervises the resolution of grade discrepancies, omissions, and other student record processes. Assists in the administration of the student academic records process including creation, maintenance, update, security, and integrity of official student academic records for credit and noncredit students as recorded in the student information system.

Contributes significantly to strategic planning and outcomes assessment, enrollment management, budget development, emergency preparedness, the Family Educational Rights and Privacy Act (FERPA), Veterans Affairs, Tuition Assistance, Title IV, Title IX, and backup for NJCAA compliance, core work enhancement, and performance management, including hiring, training, and staff development.

Contributes to the preparation of the registration-related portions of the web, schedule of classes, catalog, and registration documents and other publications, supporting FERPA, NJCAA, Title IV, Title IX, and other compliance efforts in the office and across the college.

Attends constituency groups and serves on cross-functional teams and standing committees at the request of the registrar.

Updates professional knowledge by attending professional meetings, conferences, and training sessions. Represents college at MACC affinity group, the American Association of Collegiate Registrars and Admissions Officers, the Middle States Association of Collegiate Registrars and Admissions Officers, the Chesapeake and Potomac Association of Collegiate Registrars and Admissions Officers, National Association of Veterans' Program Administrators, and Council of Colleges and Military Educators meetings.

Supervises the assistant registrar and the military and reporting specialist and may oversee the office in the absence of the registrar.

Minimum Education Required Bachelor's degree Minimum Number of Years Experience Required 5 Other Knowledge Required

Bachelor's degree required. Five years of prior experience in college records and registration in a supervisory capacity in a high volume, fast-paced, customer service oriented unit required.

Experience working in a community college setting with various college units and special populations strongly preferred. Three years of experience certifying enrollment for veterans and military personnel required.

Enhanced knowledge of registration processes and systems, state and federal reporting, and the enrollment management required.

Outstanding technology skills required, including excellent knowledge of student information systems (Ellucian's Colleague preferred), and other technology applications, including online registration systems, Windows, MS Office, querying and business intelligence software, digital imaging, website maintenance, and other applications. Outstanding decision making, problem solving, project management, organization skills, and research abilities required.

Excellent verbal and written communication skills required.

Required ability to develop, identify, and manage multiple priorities in a fast-paced, deadline driven environment while providing exemplary customer service a must. Strong working knowledge of FERPA required and legislation relating to Veterans Affairs and Tuition Assistance and their implications for the campus required, preferred experience with the Solomon Amendment. This position may be required to perform other duties as assigned and may include any of the functions within RRVA.

Working Conditions

Frequent extended hours; fast paced, busy, deadline driven, with continual interruptions requiring concurrent management of numerous assignments and responsibilities. Frequent high stress conditions.

Occasional travel, sometimes distant. Willingness to work remotely when necessarily. May serve in the absence of the registrar.
