Administers and manages construction projects on City-owned facilities. Participates in the planning, cost estimating, budgeting, scoping, and design of assigned projects. Manages construction, inspection, and closeout of assigned projects and assists other City staff on large projects. Projects are often single phase and take less than three months to complete. Projects include but are not limited to installation of key building components, landscaping, painting, and other exterior improvements.

Supervises vendor work for planning, design, construction, construction management, and inspection of Capital projects in various areas including parks, swimming pools, recreation centers, public safety facilities, etc. Plans, assigns, and coordinates work amongst and between vendors, consultants, contractors, etc. and City staff, establishing priorities and deadlines. Reports on the status of projects with a focus on progress of deliverables compared to deadlines and spending compared to budget.
Applies knowledge of project management concepts, principles, methods and practices as well as knowledge of safety, engineering, and environmental disciplines to perform all work duties.
Identifies problems in all phases of work on assigned projects; advises City supervisor on a timely basis; recommends and implements approved corrective action in order to adhere to schedule and project budget.
Prepares Requests for Proposal (RFP), project scope, and other bid documents for vendor services, ensuring that RFP's, specifications, designs, contract provisions and work performed comply fully with applicable federal, state and local laws and regulations.
Prepares ordinances, resolutions, deed searches, and other administrative and regulatory functions for the full implementation of the City's Capital projects.
Reviews, critiques, negotiates, recommends for approval: price proposals from consultants, vendors, and contractors; supplements, change orders, and other contract modifications.
Maintains control of project budget, ensuring funds spent are consistent with progress attained, and monitors performance to ensure commitments of all parties are being maintained.
Reviews all reports, shop drawings, and other project documents, prepared by assigned personnel and consultants to monitor progress, identify problems and delays, etc.; recommends approval and/or disapproval of change orders and requisitions for payment.
Reviews invoices and verifies work performed by consultants and contractors.
Participates in formal project closeout procedures including recommendations for use of any leftover project budget, close of all administrative functions including verification of final invoice with all vendors, and communication of project completion status with department management and support staff, Office of Management and Budget, and other project stakeholders both internal and external to the City.
Acts as owner representative in meetings with representatives of other governmental agencies, City Departments, vendors, and the public.
Plans, assigns, and coordinates work amongst and between consultants and City staff, establishing priorities and deadlines.
Keeps informed of the laws, codes, ordinances, policies, and procedures affecting the job.
Uses a variety of technological hardware (i.e., computers, laptops, tablets, smart phones, GPS, cameras, etc.) and/or software (i.e., email, Cartegraph, Microsoft Office, etc.) to host and attend meetings, maintain records and prepare accurate reports on work performed.
Performs activities and functions of related personnel and other related tasks and duties that are assigned or required.
