Job Description and Duties

Under the general direction of the Staff Services Manager I, the Assistant Personnel Officer, the Associate Personnel Analyst will analyze and coordinate personnel actions. The incumbent communicates with all levels of management, staff, and other Department entities on the policies, procedures, practices, and standards that specifically impact each area. in accordance with security regulations and directives in dealing with confidential and sensitive material, civil service laws, and rules utilizing the California Code of Regulations, Personnel Management Policy and Procedures Manual (PMPPM), Classifications and Pay Guide, Personnel Management Liaison Memos (PMLs), CalHR Pay Letters and CalHR Manual, the Selection Manual and Federal Uniform Guidelines on Employee Selection.

The incumbent contributes toward the growth of CRD into a customer-focused service organization by following cultural principles and by providing constructive feedback to others within the department regarding the applications of those principles.

Department Information

The Civil Rights Department (CRD or Department) is the civil rights enforcement agency for the State of California. CRD's mission is to protect all people in California from employment, housing and public accommodation discrimination, human trafficking, and hate violence.

The CRD is the largest state civil rights enforcement agency in the country. It enforces the California Fair Employment and Housing Act (FEHA), Unruh Civil Rights Act, Disabled Persons Act, Ralph Civil Rights Act, and the California Trafficking Victims Protection Act. The Department has jurisdiction over both private and public entities operating within the State of California, including corporate entities, private sector companies that contract with the State of California, and all State departments and local governments.

The CRD receives, investigates conciliates, and initiates individual and systemic discrimination complaints in its five offices throughout California. CRD litigates individual, class, group and systemic cases in all California jurisdictions, including state and federal courts. It leads education and outreach efforts to stakeholders and the public, and has an active regulatory and legislative program.
