This position is responsible for analyzing, reviewing, understanding and maintaining our Federal contracts, as well as overseeing the bid process for Institutional customers. The TSM will support Federal audits, negotiations and any contracts modifications. Analysis and preparation of reports in order to ensure contracts are within negotiated and agreed-upon parameters are critical to this role. The position is also responsible for the review of bids along with their proposed terms and conditions. The TSM will manage the compilation of all bid documents and coordinate with our Legal Department to ensure that responses fits within Company guidelines. Excellent interpersonal skills and the ability to work well under tight time constraints is critical.


  • Federal Contract Oversight Review and maintenance of Federal contracts and sale plans. Provide support for Federal audits, negotiations and contract modifications. Review Federal sale plans to check for compliance with agreed-upon parameters.

  • RFP Submissions/Contracts Review bids sent from the sales team and search various websites for potential opportunities. Work with Legal and upper management in preparing documentation related to specific RFP requirements. Provide timely and competitive pricing strategies on bids. Analyze information, metrics, and data to provide accurate and useful information to the proposal and management team.

  • Departmental Documentation prepares and maintains updated documentation on department procedures.

  • Participates in special projects and performs other duties as required.


Typically 7 or more years of increasing responsibility and complexity in terms of any applicable professional experience; first-level manager.


Typically a Bachelor's Degree or global equivalent in related discipline. Master's degree or global equivalent a plus.

Job Purpose National Grid outsources a significant portion of their construction and maintenance work plan. The Capital Delivery team delivers over $2 billion worth of large scale electric and gas projects annually. Within Capital Delivery, Contracts & Commercial delivers the contractor strategy and resources to perform the work while maximizing value and minimizing cost. The Complex Contract Management team ensures that National Grid achieves value for money and that the contractor delivers the work that they are contracted to deliver at the price they committed to. The Manager of Complex Contract Management manages a team who supports the delivery and project management teams, advising on best practice for Contract Management for contracted complex projects. To be responsible for ensuring all costs for an assigned portfolio of projects are reviewed and robustly challenged against appropriate benchmarks and cost databases. Key Accountabilities * Actively develop self and team's skill set to achieve a full match with the target competencies for this role and for continuing professional development. * Provide guidance and coaching to team members to ensure their effective development to meet their personal aspirations and future business needs. * Ensure value for money on a large portfolio of complex capital projects * Provide contract support, guidance and advice to the project delivery teams to insure compliance and contractor costs are robustly managed across the portfolio of projects. * By working with the Project Manager and Construction Supervisor validate claims/change orders submitted by the contractor to ensure National Grid achieves value for money. * Identify early warnings, and assist with and monitor appropriate risk mitigation. * Support the Project Manager with site progress and work completion status enabling accurate and timely cost and schedule update. * Regularly review and monitor contractor progress of the assigned portfolio of projects to verify the costs and progress of job as compared to the Earned Value report. * Support Project Manager to verify forecast accuracy based on crew efficiency, change impacts, etc. * Ensure contract compliance through effective contract management activities Supervisory/Interpersonal- Experience Required * Effective communication skills including the ability to make persuasive presentations to small and large audience. * Track record of developing working relationships quickly and effectively both internally and externally. * Ability to operate and build relationships across all levels of the organization. Qualifications * Proven ability to implement change and process improvement * Construction management experience– understanding of the nature of construction projects and the effective / professional approach to delivery. * Construction contractual knowledge – ability to interpret and apply contract clauses to ensure National Grid's commercial interests are protected. * Claim assessment / valuation – ability to independently assess / verify claims/change orders and the cost and schedule impact on the project or event. * Cost estimation – ability to provide input to forecast the cost to complete a project * Project management understanding assessment – ability to review and understand project to assess validity, deliverability and assess impact of delays * Previous management experience required * Bachelors Degree in Construction Management, Estimating or Engineering required * MBA Preferred * Valid driver's license required with a safe driving history that meets National Grid's Safe Driver policy.
