About the job: Auditor (AMA) works independently with limited supervision and performs the internal audit function for the department. The AMA acts as the lead auditor, provides direction for other auditors, and may conduct highly sensitive special investigations. The AMA performs the evaluation of the department's internal control structure as required by Government Code 13405(a). The AMA must be proficient in all aspects of an audit, including, but not limited to; planning the audit, evaluating control structures, performing tests of transactions, developing sound conclusions and developing written audit reports. The AMA must have knowledge and understanding of the International Standards for the Professional Practice of Internal Auditing (ISPPIA) and Generally Accepted Government Auditing Standards (GAGAS). The AMA must have a fiscal education and background; exercise excellent writing and interpersonal communication skills and be able to follow oral and written directions.

The AMA position may require up to 30% travel.

Working Conditions

Telework: This position is eligible for hybrid work schedule which includes up to two days of remote work per week. Addtional in office days may be required based on the business need.

The position requires that the incumbent have the ability to:

  1. establish and maintain cooperative working relationships with management and others contacted in the course of their work;

  2. work effectively with a minimum of supervision;

  3. review accounting and financial organization procedures, and problems, analyze the data for accuracy for compliance and/or efficiency, reach sound conclusions and take effective action;

  4. speak and write effectively;

  5. use a PC and utilize Word, Excel, and Lotus Notes;

  6. maintain consistent and regular attendance and work under time constraints; and

  7. effectively handle multiple tasks and changing priorities.


The position requires the incumbent to maintain a level of professional integrity and trustworthiness commensurate with responsibilities. The incumbent must have appropriate business attire for a professional office environment. Ability to work overtime as required for successful job performance.

The Internal Audits Office (IAO) for the California Governor's Office of Emergency Services (Cal OES) was established in 2007.

Internal Audits reports administratively and functionally to the Chief Deputy Director of Cal OES. When performing their functions, internal auditors have no direct operating responsibility or authority over any of the activities reviewed.

Internal Audits staff consists of experienced journey or senior level auditors. Internal Auditors provide high quality, independent and objective audit services in accordance with professional auditing standards prescribed by the Institute of Internal Auditors (IIA) and maintain compliance with Generally Accepted Government Auditing Standards (GAGAS). GAGAS are used by government auditors to ensure competence, integrity, objectivity, and independence in planning, conducting, and reporting their work. Internal Audits ensures that each of its staff maintains the training hours required by GAGAS.

The IAO is responsible for performing internal audits on Cal OES's internal operations to ensure effective and efficient operations, compliance with state and federal rules, laws and regulations and ensuring the reliability of Cal OES's financial reports. The IAO also provides a central point of contact for all audits and reviews conducted by federal and other state agencies. This activity is coordinated through the Audit Chief position. The Audit Chief acts as a liaison between external auditors and Cal OES to ensure that appropriate Cal OES staff are notified of the audit or review, coordinates the entrance, and exit conferences, coordinates Cal OES's response to the audit findings and tracks the status of all recommendations until the reported findings have been resolved.

The IAO also investigates complaints of improper governmental activities against Cal OES employees, or any entity entrusted with grant funds administered by Cal OES, including fraud, waste, abuse, or misappropriation of state or federal funds. Strict confidentiality is maintained during an investigation. The identity of the complainant is protected, as is the reputation(s) of the individual(s) who have been accused of improper governmental activity.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
