Job Description and Duties

The Associate Management Auditor (AMA) supports the department's mission and strategic plan by using a value-added, risk-based approach to independently examine, evaluate, and improve the effectiveness and efficiency of the department's risk management, internal controls, and governance processes.

As a valued member of CDPH's Office of Compliance, under the general direction of a Staff Management Auditor, the AMA conducts financial, compliance and/or performance audits at the full journey-level, requiring independence and proficiency in the application of accounting principles and internal auditing standards. Applying federal and state laws, regulations, International Standards for the Professional Practice of Internal Auditing, and best practices, the AMA promotes organizational improvement by providing audits and services focused on quality, compliance, and reasonable assurances that CDPH will achieve its business objectives.

The AMA may work with a team and/or lead lower-level staff on more difficult and complex audit assignments. As an advisor, the AMA also participates in annual audit planning and offers insights on risks, fraud, effective practices, and efficiency recommendations.

The Office of Compliance offers many training and development opportunities to further its auditors' skills. To accommodate work flexibility, the candidate will live a commutable distance to our downtown Sacramento headquarters office adjacent to the California State Capitol.

Occasional statewide travel, up to 10% including overnight stays, may be required to conduct audit fieldwork at department facilities and field offices. Travel requires maintaining a California Driver's License in good standing, and overnight business may require transporting bags up to 25 pounds of equipment such as computers, working papers, etc.

The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200 and may be required to report to a CDPH office, when needed.

The Office of Compliance conducts work on behalf of CDPH related to the Workplace Violence Prevention Program, Equal Employment Opportunity Program, investigations of allegations related to workplace violence, discrimination, sexual harassment, retaliation, denials of reasonable accommodations and whistleblower. Workload also includes internal audits, grant compliance reviews for CDPH subrecipients, enterprise risk and compliance management activities, and serving as a liaison for all external audit entities.

  • Ability to anticipate the impact of changes, demonstrate flexibility, and willingness to embrace changes.

  • Knowledge of the International Standards for the Professional Practice of Internal Auditing and the US Government Accountability Office of Standards for the Internal Control in the Federal Government (Green Book).

  • Excellent interpersonal and communication skills - oral, written, and good listening skills and the ability to establish and maintain good working relationships with others.

  • Strong technical knowledge and experience of California and federal auditing authority and guidelines.

  • Ability to research and apply state and federal regulations and funding requirements.

  • Strong organizational, time management, and planning skills to ensure Internal Audit's goals and objectives are met.
