Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
PROMOTION: Current NYSED employees must have one year of permanent service as an Assistant in Nursing Education.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Nursing Education.

Duties Description The New York State Education Department's (NYSED) Office of the Professions (OP) is seeking candidates for an Associate in Nursing Education position within the Office of the Executive Secretary of the State Board for Nursing and Clinical Laboratory Technology. Under the supervision of an Executive Secretary, State Boards for the Professions, duties of this position include, but are not limited to, the following:
Evaluate new nursing and clinical laboratory technology education proposals or changes to existing policies, for compliance with applicable laws and professional education accreditation standards;
Evaluate and approve clinical laboratory training programs that qualify individuals for eight highly specialized clinical laboratory technology professions (i.e., restricted licenses in Molecular Diagnostics, Cytogenetics, and Histocompatibility)
Evaluate and approve the clinical laboratory experience of applicants for four clinical laboratory technology professions.
Draft proposed regulations and supporting documentation relating to the nursing, clinical laboratory technology, and other health professions;
Research, analyze, and draft reports on proposed New York State and federal legislation governing the nursing, clinical laboratory technology and other professions, and health care workers;
Conduct research and draft position papers on subjects affecting nursing, clinical laboratory technology, and other health care professions (e.g., emergency preparedness, healthcare workforce shortages, professional misconduct);
Interact with education accrediting organizations, professional associations, and the National Council of State Boards for Nursing (NCSBN) on matters relevant to the nursing professions and other health related professions and occupations.;
Respond verbally and in writing to telephone calls and written correspondence from health practitioners, employers, professional organizations and general public regarding health care practitioner licensing laws, clinical practice issues and other health related issues;
Research and draft position statements and standards of practice for: Licensed Practical Nurses, Registered Professional Nurses, Clinical Nurse Specialists (in 4 different practice specialties), Nurse Practitioners (in 16 different practice specialties) Clinical Laboratory Technologists (in 9 different practice specialties) Clinical Laboratory Technicians, Cytotechnologists, Histotechnicians, and other professions;
Make presentations and/or participate in meetings of the State Boards for Nursing, Clinical Laboratory Technology, and Professional State Boards, as well as in meetings of health professional associations, professional and higher education organizations, and government agencies; and
Assist the Executive Secretary in the general workflow of the office, including acting as a liaison with other Offices and Department personnel, as needed; and supervising Board Office staff and overseeing office operations in the absence of the Executive Secretary, as designated.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of Current New York State license as a registered nurse (RN) and a master's degree will be required at the time of interview for all candidates. Candidates are required to be licensed and Registered by the New York State Education Department as a Registered Professional Nurse at the time of hire. Continued employment as an Associate in Nursing Education is dependent upon maintaining Registered Nurse (RN) licensure. Failure to maintain Registerd Nurse (RN) licensure will result in removal from employment.
This position leads to a maximum salary of $117,825 based on annual performance advances.
