DESCRIPTION

The City of Thousand Oaks is in search of the next member of our growing HR team! We have an exciting opportunity for an experienced and strategic Associate HR Analyst - Talent Development Specialist to support the Human Resources Department's talent development initiatives! This position will develop and conduct professional development training curriculum, and programs to improve individual skills and organizational performance.

RESPONSIBILITIES

  • Contribute to the design, development, implementation, evaluation and continuity of talent development programs and initiatives

  • Assess the best learning methods for a diverse range of learning needs, including in-person/virtual instructor-led trainings (ILTs) and e-learning videos

  • Collaborate with key stakeholders to evaluate and understand training needs, recommend, and develop solutions

  • Create engaging training materials, curriculum, workshops and presentations; deploy a combination of purchased and custom content (develop scripts, film and edit content)

  • Facilitate trainings and discussion sessions

  • Increase organization utilization and integration of the employee Learning Management System (Cornerstone)

  • Participate in the development and strategy for leadership transitions and work with departments to identify and develop employees for future leadership positions

  • Stay abreast of industry trends and best practices to ensure training initiatives are effective and engaging

  • Evaluate the impact of learning initiatives; gather feedback and make improvements; create reports and analytics

  • Perform system administrator tasks, including assigning and tracking trainings, updating data, and supporting users

  • Strong strategic, planning and organizational skills; ability to collaborate with diverse stakeholders on innovative learning approaches and methods.

  • Exceptional communication and relationship-building skills and ability to establish rapport and trust.

  • Ability to facilitate group discussions and adapt approach to diverse audiences and learning styles.

  • Creativity to develop new ideas and identify ways to engage employees with varying perspectives.

  • Excellent presentation, communication, and interpersonal skills.

  • Understanding of learner experience and ways to deploy a variety of learning methods and strategies.

  • Experience with Learning Management, Performance Management systems, and/or video editing software (Cornerstone and SABA Talentspace is a plus).

  • Strong proficiency in using technology for training needs

  • Learning and development experience with in-person and virtual training programs; ATD certification a plus

  • A valid Class C driver's license

EDUCATION/EXPERIENCE

A bachelor's degree from an accredited college or university with major coursework in human resources, public administration, education, instructional design, or a related field.

A minimum of two years of talent development experience at a journey level
