Job Description and Duties

This position is Hybrid and eligible for telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

Under the general direction the of the California Interagency Council on Homelessness (Cal ICH) Council Coordination Manager (Staff Services Manager I), the Council Analyst (AGPA) performs varied, complex, technical analytical staff services assignments and program support to assist meeting California Interagency Council on Homelessness (Cal ICH) objectives. This position makes recommendations on a broad spectrum of administrative and program related problems.

Providing analytical support and assuring a well-functioning Council, Advisory Committee, and working groups by managing agendas, speakers, attendees, creating and managing partnerships with state government agencies, providing statewide guidance on homelessness response efforts, tracking and analyzing relevant policies, and drafting summaries to ensure and make recommendations to Cal ICH members so that they are up-to-date on the subject of homelessness. Analyzes and coordinates data collection and reporting by providing accurate and timely reports to the Governor, federal government and legislators, supporting the development of a Homeless Management Information System (HMIS) designed to collect data on all local homeless programing, and analyzing information at the state level in order to support reporting requirements, inform policy recommendations and Ca ICH agenda items, to ensure Cal ICH conveys progress against statutory goals.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment.

Department Information

The Business, Consumer Services, and Housing Agency (BCSHA) is the California government cabinet-level agency that assists and educates consumers regarding the licensing, regulation, and enforcement of professionals and businesses.

The California Interagency Council on Homelessness (Cal ICH) is part of the BCSH. Cal ICH was established in statute in 2016 (SB 1380, Chapter 847, Statutes of 2016) to oversee the implementation of Housing First policies, guidelines, and regulations to reduce the prevalence and duration of homelessness in California. Cal ICH is developing policies to identify and coordinate resources, benefits, and services to prevent and work toward ending homelessness in California.

Under the direction of the Council Coordination Manager (SSMI), the Council Specialist (AGPA) is responsible for providing statewide guidance and recommendations to support coordination across state systems, obtaining data to measure the progress of the State's efforts to address the needs of individuals experiencing or at risk of homelessness, and developing cross-sector relationships to continue identifying and sharing best practices in the field, among other work.

Ability to: Work on confidential and sensitive assignments, and consistently exercise a high degree of initiative, independence, sound judgment in performing assigned tasks. The incumbent must be self-motivated, conscientious and dependable. The incumbent should have strong written and verbal communication, administrative, and organizational skills, and the ability to maintain a realistic balance among multiple priorities. Tact and professional courtesy must always be demonstrated.

Knowledge of: Chapter 847, Statutes of 2016 (SB 1380); Chapter 48, Statutes of 2018 (SB 850); Chapter 841, Statutes of 2018 (SB 918), Chapter 159, Statutes of 2019 (AB 101) and applicable State and Federal laws, policies and regulations; state government practices, policies and procedures.
