Under the general direction of the Government and Community Affairs Manager, a Staff Services Manager I (SSM I), the Associate Governmental Program Analyst, serves as the Community Affairs Liaison and Equity Analyst. The incumbent acts as the District's central point of contact and is responsible for leading the District in supporting and advancing Caltrans' Equity Program.

The incumbent collaborates with community-based & non-governmental organizations (CBO/NGOs) and provides guidance to the District, with particular focus on communication, education, and training, analysis and reform, and community engagement informing plans, programs, and projects. Incumbent develops and strengthens internal and external partnerships and fosters collaborative approaches to creating, implementing, and achieving equity goals. Incumbent works cross-functionally to perform highly responsible, complex, professional, administrative, and technical work, as well as identify and analyze issues related to equity processes.

Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. The Associate Governmental Program Analyst certification list is being utilized to recruit for this position. Applicants with Associate Governmental Program Analyst certification list eligibility MUST also meet the minimum qualifications for the Associate Personnel Analyst classification in order to be eligible for an appointment to the Associate Personnel Analyst classification.

Working Conditions

Position located in San Diego County

Multiple positions may be filled from this recruitment.

Incumbent will be exposed to various work environments. In the office setting, incumbent must be able to stand or sit for prolonged periods of time.

Incumbent will be exposed to artificial lighting in a climate controlled area. Intermittent travel throughout the state may be required to meet with local agencies, elected officials, law enforcement, or contractors. Incumbent must be able to travel using a car and/or public transportation and/or commercial transportation. Incumbent may also be expected to telework from an appropriate home office or other location.

Must be able to participate in public relations activities after normal working hours. Requires the ability to travel independently and set up miscellaneous multimedia and miscellaneous equipment for presentations or events.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy.

Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs.

Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
