The City of Everett is currently accepting applications for Associate Engineer PE in the City's Transportation Engineering division.

JOB DESCRIPTION:

Under the direction of the City Engineer or other departmental supervisor, perform professional and para-professional work in the preparation and review of engineering plans, specifications, and contracts for various transportation-related and other construction projects, including federally-funded, multimodal and multidisciplinary transportation projects.  The work includes numerous contacts with technical staff, other divisions and departments, and outside organizations.  The incumbent is allowed wide latitude in  planning details of the work and making technical decisions.   Review of the work lies in the accuracy and utility of the finished product, and the promptness with which operating deadlines are met.

Job Responsibilities:

  • Conduct field reviews of engineering projects to ensure correct design.   Review plans, calculations and specifications to ensure compliance with applicable codes.

  • Prepare engineering designs, specifications, costs and quantity estimates of public works transportation projects involving traffic flow and safety, various roadway improvements, pavement markings, traffic signs and channelization.  Work may include stormwater management related to these improvements.  Assist the City's Real Property group in obtaining required easements or permits for project construction.

  • Prepare requests for proposals and bids; review contract bids and proposals; assist in the coordination and review of consultants' design work.  Authorize and manage consultants that provide professional services.

  • Gather and analyze data pertaining to specific project design; develop design schedules and preliminary designs.  Review and check adequacy and accuracy of computations, preliminary layout and design work from the field and survey data.

  • Act as a project engineer; research applicable codes, regulations and requirements for assigned project; develop engineering plans and compile preliminary layout of plans; write specifications for plans; coordinate required advertising for bids; advise contractor(s) and construction inspectors during actual construction.

  • Respond to inquiries from staff, the public and other agencies regarding engineering projects; provide professional engineering expertise to the department and other work groups.

  • Evaluate designs and coordinate with public property owners to determine the impact of the implementation of such designs.

  • Review developer plans and specifications within the scope of knowledge for the appropriate design of public works projects.

  • Maintain constant awareness of progress on assigned projects to assure compliance with designated time and cost schedules for project completion including site visitations, inspections and evaluations.

  • May supervise the work of technicians.

  • Perform related work and special projects as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

A combination of education and related experience may substitute for education requirements.

  • Bachelor's Degree in Civil Engineering and

  • 4 years experience in civil, design, traffic or construction engineering and

  • Registration as a Professional Civil Engineer in the State of Washington, or the equivalent license or certification from another state, federal, military and/or association or licensing body that is equivalent in qualifications and experience.
