THIS POSITION WILL EITHER BE LOCATED IN ANAHEIM OR RANCHO CORDOVA
POSITION DEFINITION
The Engineering Planning Department is responsible for the preparation of planning documents such as System Master Plans and Urban Water Management Plans, creation and maintenance of GIS-centric hydraulic models, and analyses culminating in Golden State Water Company's (GSWC's) Capital Improvement Program (CIP) and triennial General Rate Case (GRC) application. The Associate Engineer position will be part of a Planning team that is responsible for multiple projects and is accountable to the Senior Engineer in responsible charge.
Essential Duties and Responsibilities:
Performs engineering planning services associated with the development of Capital Improvement Programs and related planning documents such as System Master Plans, Urban Water Management Plans, Project Cost Estimates, Water Supply Assessments, and various Evaluations and Reports concerning water supply, distribution, storage, treatment and water quality projects
Develops documentation to support GSWC's Capital Improvement Program testimony within the Company's General Rate Case proceedings
Prepares and/or updates multiple System Master Plans, including completion of subtasks such as development of Future Water Demands, Hydraulic Modeling analyses, Supply and Storage analyses, System Condition Evaluation, Cost-benefit analyses, and Capital Improvement Program
Analyzes and develops scopes of work, conceptual operational memos, and cost estimates for Unbudgeted Capital Projects
Prepares evaluations, cost estimates and cost-benefit analyses for water supply, treatment and distribution projects
Utilizes hydraulic models and other analytical tools to effectively assess and develop planning programs to sustain the long-term viability and reliability of the Company's water systems
Implements standards, processes and applications to enhance the efficiency and geospatial accuracy of data collected for planning documents and for the purpose of maintaining system maps and hydraulic models
Coordinates internal resources towards the completion of assigned planning projects, working closely with Operations, Environmental Quality, Technical Services, Water Resources, Regulatory Affairs and Engineering Design Center
Works closely with the EPD Civil/Senior Engineers to implement Quality Assurance/Quality Control processes to ensure preparation of high-quality work-products
Performs other duties as assigned
Minimum Qualifications:
Bachelor of Science degree in Engineering from an accredited college
Knowledge and experience in geographic information systems (GIS), hydraulic modeling software and/or using computer-aided design software (AutoCAD) preferred.
Effective oral and written communication skills
Two years of progressively responsible experience in municipal water engineering or a closely related field
Possession of a valid EIT certificate and desire to continue learning and working towards obtaining a Professional Engineering license

Technical Knowledge and Competency Requirements
Computer: Basic knowledge and skill in computer-aided design software (AutoCAD/Civil 3D by Autodesk), GIS (ArcGIS by ESRI), hydraulic modeling software (InfoWater by Innovyze) and familiar with web-based learning, Microsoft Word, Access, Excel, PowerPoint and other applicable software
Communication: Good communication skills via telephone, e-mails, technical writing, meetings and presentation are essential
Engineering: Knowledge in engineering principles and design
Customer focus: Provide timely and quality products that meet the expectations of internal and external customers
Time Management: Ability to prioritize and plan based on projected workload to meet project schedule
