Introduction

The Connecticut State Department of Education (CSDE) is now accepting applications from experienced individuals for an Associate Education Consultant position within the Center for Literacy Research and Reading Success (Center), located in Hartford, CT.

The Center was established within the CSDE pursuant to Section 10-14gg of the Connecticut General Statutes (C.G.S.) to be responsible for supporting state-wide literacy initiatives including the creation and execution of a state-wide reading strategy and plan, the provision of evidence-based literacy professional learning and coaching supports, and the support of Connecticut approved assessments and curriculum models or programs.

POSITION HIGHLIGHTS

  • Full Time, 35 hours per week.

  • Monday through Friday, 8:30 AM - 4:30 PM.

  • First Shift.

  • Hybrid (a combination of in-office/telework).

THE ROLE

The Associate Education Consultant will serve in the newly created Center for Literacy Research and Reading Success (Center) which shall reside in the Academic Office. The incumbent will support a variety of Center initiatives and serve in a capacity as a regional point of contact for local and regional boards of education, districts, and schools relating to the charge established for the Center and to provide state-wide leadership related to the science of reading.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services, Education, and the Connecticut Technical Education and Career System assists in planning and executing programs of extensive difficulty and scope for the improvement of education in the state.

EXAMPLES OF DUTIES

Key responsibilities include:

  • Serve as a liaison to a regional group of Local Education Agencies (LEAs) to provide frequent communication, technical assistance, and professional learning on the science of reading, literacy supports for Multilingual learners (MLs), and other Center initiatives;

  • Provide leadership through project management related to the science of reading, approved reading curriculum models and programs, and approved universal Kindergarten-Grade 3 (K-3) assessments;

  • Support LEAs in all components of an intensive reading instruction program and strategy to improve student literacy in Kindergarten through grade 3;

  • Consult with Alliance Districts to provide supports regarding supplemental reading instruction for all Kindergarten through grade 3 students below proficiency;

  • Manage and implement grants and activities pertaining to Prekindergarten through grade 12 literacy projects;

  • Collaborate with the Office of Early Childhood and offices within the CSDE (e.g., Talent Office, Turnaround Office, Performance Office, Bureau of Special Education) on literacy initiatives;

  • Work with institutes of higher education and the faculty of teacher preparation programs on the science of teaching reading;

  • Collaborate with stakeholders in development and dissemination of intensive reading instruction program and strategy, tiered supports of professional learning, and assessment resources and guidance, in accordance with the statutory requirements of the Center;

  • Provide assistance to local and regional boards of education in the administration of approved reading assessments;

  • Provide information to families and guardians related to the science of reading;

  • Draft correspondence for the Director of the Center;

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of the philosophy and methods of education with particular reference to the field concerned;

  • Teaching skill;

  • Ability to

  • deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and five (5) years of professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the appropriate Board and/or appointing authority.

PREFERRED QUALIFICATIONS

  • Advanced certificate or degree in Reading, Special Education, School Psychology, or Teaching.

  • Certificate in Teaching English to Speakers of Other Languages (TESOL), PK-12 (111)

  • Experience with Connecticut approved, research-based K-8 Universal Screening Reading Assessments and 4-8 universal screening reading assessments.

  • Experience with Connecticut approved K-3 Curriculum Models or Programs.

  • Experience in evidence-based literacy instruction for students who are Multilingual learners.

SPECIAL REQUIREMENTS

Incumbents in this class in certain positions may be required to possess an appropriate certificate issued by State Board of Education.
