Division of Health Benefits employees with an approved hybrid telework schedule are currently expected to work onsite at their assigned duty station at least 4 working days per month or more as needed for business operations.  Telework options are subject to change at the discretion of management. This position's duty station is assigned to Dix Campus in Raleigh, North Carolina. This position is expected to travel occasionally throughout the state for meetings, conferences, and trainings. More information may be obtained at the time of interview.

Position Summary

The Associate Director of Strategy and Planning reports to the Deputy Director of Medicaid Policy. The primary responsibility of this role is to lead NC Medicaid Strategic and Planning section and the development of new strategic initiatives, operationalize new initiatives and provide support and leadership to create greater efficiency in Medicaid systems. The position will lead and direct special projects as well as provide a bridge to and across the agencies' policy, operations and technology units.

Job Specific Responsibilities

  • Consult with leadership across Medicaid on strategic initiatives.

  • Drive the development of data driven policy by coordination with Medicaid leadership.

  • Initiate public policy recommendations to improve Medicaid program, working closely with external vendors and policy stakeholders.

  • Coordinate and direct the use of data to implement new program changes.

  • Supervise the State Plan Amendment (SPA) management team and provide leadership for the SPA and 1915(b), 1915(c) and 1115 waiver processes from development through public notice, submission and negotiation, and engage with DHB business units to ensure operational alignment with federal expectations.

  • Perform or coordinate analysis as directed by management, Fiscal Research or other governing body.

  • Coordinate annual planning sessions with Executive Leadership to develop agency annual goals which cascade across Medicaid units.

  • Responsible for personnel administration to include but not limited to recruiting, selecting, and managing the State Plan Amendments team and Strategy interns; delegating to staff members; encouraging and fostering professional development.

  • Experience communicating effectively with internal and external stakeholders.

  • Demonstrated ability to use data to solve complex problems, assess impact of various options and collaboratively build consensus on proposed solutions.

  • Proven ability to analyze financial data and qualitative information concerning program operations to evaluate effectiveness.

  • Demonstrated ability to understand and translate complex healthcare and regulatory requirements into practical, clear and unambiguous, legally defensible policies and procedures.

  • Considerable knowledge of the developmental process for medical coverage policies and factors affecting development including fiscal impacts, utilization trends, provider practice patterns, claims payment and/or patient outcomes.

Management Preferences:

  • Previous and proven work experience at Division of Health Benefits/NC Medicaid.

  • Familiarity with relevant and current NC Medicaid operations.

  • Experience in business analytics and project management, preferably in a health care or government setting.

  • Previous experience or understanding with Medicaid or federal health care policy.

Master's degree in an area specific to the program from an appropriately accredited institution and five years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or

Bachelor's degree in an area specific to the program from an appropriately accredited institution and seven years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or

an equivalent combination of education and experience.

Degrees must be from appropriately accredited colleges or universities.
