Program Description:

Enhanced Care Management (ECM) and Community Supports (CS) are programs within a far-reaching, multiyear plan to transform California's Medi-Cal system, known as California Advancing and Innovating Medi-Cal (CalAIM). Led by California's Department of Health Care Services, the goal of CalAIM is to help integrate Medi-Cal more seamlessly with other social services and help improve outcomes for the millions of Californians covered by Medi-Cal, especially those with the most complex needs. Customers enrolled in these programs receive comprehensive care management from a single System Navigator who coordinates all their health and health-related care, including physical, mental, and dental care, and social services. ECM makes it easier for customers to get the right care at the right time in the right setting and receive comprehensive care that goes beyond the doctor's office or hospital. Our CS Housing teams support adults and families at risk for or currently experiencing homelessness along with getting connected to other programs that address their social drivers of health and overall wellness. JOB SUMMARY:

The Associate Director Quality Support, under the supervision of the Regional Executive Director, is responsible to manage quality assurance structures in large geographic regions consisting of multiple counties, programs and contracts representing substantial agency revenue. The AD Quality Support develops, implements and maintains quality management structures that encompass clinical quality assurance, process and operational consistencies, cost containment, compliance and continuous quality improvement processes in alignment with agency standards. In addition, the AD Quality Support may assist in the preparation of RFP's, manage client services and HIM functions and participate in training and outcome evaluation structures.

RESPONSIBILITIES AND DUTIES

  • Participates as a member of the regional leadership team.

  • Functions as a liaison to county Quality Assurance Departments within the region.

  • Attends relevant county meetings, receives correspondence and otherwise acts proactively, to obtain information about changes to county quality management expectations.

  • Develop, implement and maintain quality assurance structures that comply with federal, state, county and organization compliance and regulatory requirements.

  • Gathers information to produce routine reports to support quality management structures.

  • Collects and maintains data on complaints and grievances in the region.

  • In conjunction with Outcomes and Evaluation (O&E), ensures data collection procedures in alignment with state, agency and contractual requirements.

  • Coordinate and produce routine and special reports to internal and external sources,

  • Conducts data analysis and identifies trends and opportunities for continuous quality improvement.

  • Ensures the smooth interface between Information Technology (IT) and clinical documentation requirements.

  • Ensures data integrity within the EHR.

  • Ensure medical records adhere to the regulatory requirements of the agency and accreditation organizations.

  • Leads regional quality improvement committees, processes and activities using a Continuous Quality Improvement

  • Continuous Learning Approach.
  • Develop, implement and maintain the regional utilization review process that is consistent with federal, state, county and organizational requirements. Ensure the completion of corporate and regional audit tools.

  • Develop and maintain working relationships with all regional county quality departments.

  • Trains regional leadership and management on quality assurance topics.

  • Serves as a liaison with corporate departments and county departments to ensure contractual compliance.

  • Serves as the regional HIPAA compliance officer.

  • Manages client services and HIM functions, as assigned.

  • Performs other responsibilities, as assigned, to support specific department/business needs.

QUALIFICATIONS

Minimum Education and/or Experience

  • Master's Degree (M.A.) in Social Work, Marriage and Family Counseling, Psychology, or related field.

  • Six (6) years direct clinical experience of which three (3) years' experience in children's mental health

  • Experience with the mental health, child welfare and/or juvenile justice systems.

  • Two (2) years increasingly responsible experience in a clinical setting.

Preferred Qualifications

  • LPHA or California licensure as LCSW
