The Associate Director of Research Finance is a senior level position within the Partners HealthCare central research management office reporting to the Director of Research Finance. This individual is responsible for financial reporting, monitoring, compliance, and accounting functions in support of the $1.6 billion PHS research enterprise. This individual also provides senior level analytic and project management to support a wide range of Partners-wide related projects.
The Associate Director will act both independently and as a member of a dynamic group to achieve the operational and financial goals of the Research Finance team and of Partners Research Management overall. With successful performance it is envisioned that the responsibilities and workload of the position will shift to take on additional opportunities.
The Associate Director of Research Finance is committed to identifying and adhering to best practices in grants and contracts administration, while upholding the highest standards of integrity and fiduciary responsibility. The Associate Director will proactively address the demands of research grant administration by providing exceptional customer service to the Partners Finance organization and to Partners' distinguished research community and collaborators in their pioneering efforts in science and medicine.
Principal Duties and Responsibilities:
oOperational reports to manage Invoicing and Financial Reporting Deadlines
oException and analytic reports to investigate research financial results and highlight areas to focus on
oSupervise the review and verification of balance sheet and project account reconciliations for five different hospitals
oApprove the Federal Quarterly 272 Cash Report and reconciliations for the Federal Letter of Credit Draws
Develop, implement, and direct business processes to effectively and efficiently manage month end general ledger closings, grant and contract billing, receivables, indirect cost review, and cash flow management.
Key player in the monthly research balance sheet analysis. Run the monthly research balance sheet meetings, understand the drivers behind fluctuations and targets met or missed. Highlight areas needing discussion. Follow up on items needing resolution
Prepare and analyze research financial position schedules for presentation to hospital senior leadership. Attend the monthly meetings, present the financial schedules and raise issues for resolution by senior leadership.
Prepare quarterly research balance sheet fluctuation explanations for the PHS Finance Committee and the Research Operations Management Committee
Provide assistance to the Research Finance Cash Team for Letter of Credit reconciliations and follow up action items
Serve as the primary organizer and driver of the Proactive Financial Controls initiative with Hospital departments . Work with Post Award, Research Finance and hospital department administrators to address spending and project closeout issues on a timely basis.
Serve as project manager for Research Finance and RM projects as needed.
Contribute to the preparation, review, and modification of Standard Operating Procedures consistent with all pertinent internal and external regulations.
Stay abreast of newly proposed and/or enacted rules and regulation governing research expenditures, overhead recoveries and reporting requirements. Educate staff and researchers of rules and regulations.
Serve as a liaison, with the Director of Research Finance, between Research Finance and Partners HealthCare Accounting in matters pertaining to the monthly close process, troubleshoots issues as they arise and recommends solutions as needed
Support the Director of Research Finance in addressing complex issues raised by Principal Investigators, Department Administrators, and/or Partner's Research Management and Finance.
Manage, with Systems senior leadership, the resolution of systems discrepancies that impact all aspects of Research Finance and support the integration of systems to achieve greater efficiencies in the management of the research receivable
Assume additional responsibilities as assigned.
Bachelor's degree in accounting or finance, masters preferred, plus 7-10 years directly related experience, including at least 3 years supervisory experience in an academic medical center, university or research institution with a sophisticated research environment.
Must possess the ability to thrive in a busy, high-volume, and deadline driven team environment that requires coordination of multiple activities and the judgment and flexibility to reprioritize tasks as needed.
Must be comfortable working with large databases and multiple computerized financial systems.
Strong working knowledge of federal regulations governing research (e.g., Hospital cost principles, Uniform Guidance, PHS Grants Policy Statement)
Excellent analytical and problem solving skills. Strong organization and communication skills with a focus in customer service.
Must possess a thorough knowledge of financial management standards and practices.
Ability to communicate effectively with Principal Investigators, hospital and PHS corporate leadership, government and private awarding agencies, auditors and outside constituents.
Must show excellent judgment in delivering presentations requiring senior management review
Requires independent judgment and ability to accurately interpret written materials.
Must be able to provide management and leadership, coaching and motivation for research finance staff
Must be able to work independently with minimal supervision, and handle complex and confidential information with discretion
Proficiency in Microsoft Office Suite
