Work in conjunction with the Director who has the ultimate authority and responsibility for the HLA laboratory. Help provides direction and leadership in a wide variety of administrative, fiscal, and technical activities to ensure efficient operation of the clinical and research laboratories. Provides consultation to medical staff and the department of Hematology and Bone Marrow Transplantation in interpretation and identification of necessary tests aiding in patient diagnosis. Prior to obtaining California License, must perform the following essential functions under the guidance of HLA Director.
Supervises and monitors technical functions and activities within department.
Establishes the scope and nature of quality control, quality assurance and quality improvement procedures necessary to ensure accuracy and reliability of test results. Continually monitors the performance of such procedures to ensure effectiveness.
Acts as a consultant together with the Director of the Hem/HCT program and participates new patient and research conferences, provides interpretation of HLA reports applicable to individual patient cases.
Establishes and reviews sectional policy and procedures to assure test accuracy, efficient workflow and compliance with the rules and regulations of all applicable governmental and accrediting agencies.
Develops and implements clinical research and/or laboratory research and development as needed to meet City of Hope and Departmental objectives.
Selects, trains/orients, supervises and assigns department staff either directly or through subordinate supervisor(s). Develops standards of performance, evaluates performance, and initiates or makes recommendations for personnel actions.
Plans, develops, and conducts a program of education and consultation to develop and increase awareness and understanding of laboratory capabilities.
Participates in collaborative research with other members of the division and The City of Hope.
Maintains professional growth and development through seminars, workshops, and professional affiliations to maintain certification/licensure, and/or keep abreast of latest trends in field of expertise.
Plans, develops, and conducts lectures and demonstrations.
Demonstrates research productivity with evidence of publications in peer-reviewed journals and presentations at meetings of major professional organizations.
Functions as supervisor during emergent and low-staff situations. Maintains the theoretical and procedural knowledge necessary to perform and interpret procedures performed within the department.
Review, interpret, and finalize HLA laboratory results. Communicate understandable interpretations to medical staff.
Provide patients with best practice HLA testing by designing efficient workflow. Ensure compliance with all applicable governmental and accrediting agencies' standards.
Evaluates processing/completeness per patient. Determines if additional assays are needed and communicates to physician.
Respond to physician inquiries relating to all aspects of HLA and patient management decisions.
Laboratory Quality Management (Technical, Fiscal and Personnel)
Provide fiscal and project management evaluations for HLA using decision analysis and problem-solving methods, including continuous quality improvement tools, systematic evaluation of technological advances, and analytical tools (including statistics and fiscal projections).
Establish, direct, supervise, and monitor technical and administrative activities within department, including fiscal supervision, the scope and nature of QC/QA/QI procedures, and supervision of personnel.
Maintain a culture of safety and an efficient working environment.
Clinical Research and Development and translational research program
Foster fiscal strength of the department by improving efficiency and increasing revenue-producing tests.
Develop and implement laboratory research and development with a translational clinical research program to remain state-of-the-art and fulfill organizational goals.
Follows established City of Hope and department policies, procedures, objectives, performance improvement, attendance, safety, environmental, and infection control guidelines, includingadherence to theworkplace

Excellent interpersonal and management skills, including proven management, presentation, negotiation, team facilitation, and written communication.
Thorough knowledge of ASHI guidelines (international nomenclature) and excellent detail-oriented work habits.
Thorough knowledge of State, ASHI, and institutional policies and procedures for directing a clinical laboratory.
Possess knowledge of institutional and regulatory policies, technical procedures, project and time management aspects of new test development, and institutional (cancer center) best practices.
Must have ability to provide objective input on operational issues, be able to lead large, complex, multidisciplinary projects and have an understanding of a broad set of problem-solving methods.
Must be able to interact with a variety of personnel at various levels within and outside City of Hope.
Almost entirely (95%) computer and peripheral equipment-based, which includes office diagnostics, laboratory computers, and personal computers.
Trouble-shooting may also involve other laboratory equipment, including sequencer, QPCR machine, Luminex, microscopes and imaging systems (5%).
