SUPERVISION RECEIVED: Works under direction of the Director of FMPC

SUPERVISION EXERCISED: Directly oversees the Assistant Director of Operations, Grounds and Athletics Services Manager, Custodial Manager and LTS Site Manager.

Indirectly, operations staff, student workers and temporary employees as required. Contractors, architects, engineers, consultants, City officials or other outside agencies employed by or associated with the institution.

POSITION SUMMARY: With latitude for individual judgment within institutional guidelines, responsible for leadership, planning, oversight, programming, coordination, fiscal management and all other activities related to the execution and processes associated with the Facilities Operations division of the department and support associated with projects within a multi-building, non-profit institution. Responsible for continuous process improvement within his/her responsibilities; striving for best practices to improve the quality, efficiency and contributions of FMPC while encouraging a high level of teamwork within the department and the College community at large to promote a collaborative approach to problem solving and service delivery.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Leadership, management and supervision of administrative, operations, grounds & athletics services and custodial staff, other assigned support staff and internal and external constituencies for facilities services, routine, preventive and unscheduled/emergency maintenance and repair related to all grounds, building, infrastructure, structural and mechanical aspects of the institution as well as custodial services.
Complete assigned work and routine responsibilities through various computer software packages including but not limited to the work order system, key management system, energy management system, and typical office softwares, etc.
Provide leadership and management of the emergency 'on-call' system.
Long-range Building Automation System plan and implementation.
Provide operational project management support activities including but not limited to bid processes, construction document reviews, managing execution of work through internal and external sources, routine inspection, budget management and project close-out.
Development and management of annual operating budgets, procurement and inventory processes and develop, document, negotiate and oversee contracts related to staff augmentation, projects and outsourcing.
Screen, interview and provide recommendations for employment of prospective employees. Develop, plan and oversee training activities, performance assessments, corrective procedures, and recommendations for promotions, demotions, retention or termination of employees.
Performs other job-related duties as may be assigned and participates and/or provides institutional leadership in committees as required, provides campus wide operations communications to the campus community, provides reports, documentation, develop and implement policies and procedures as related to plant operations.
Enforce and comply with all safety procedures encountered in the operation of the institution.
Position is considered 'essential personnel' and is required to provide administrative and management support and various other duties, as required, during and outside normal working hours including institution closures and duties related to emergencies, scheduled and unscheduled events.

QUALIFICATIONS:

Baccalaureate (preferred), Technical, Trade School degree required and/or equivalent experience. Minimum 5 years' experience related to facility operation management (maintenance/repairs operations preferred) in higher education or non-profit administration. Combinations of degrees, licensures, credentialing and participation in APPA and/or other relevant organizations are strongly preferred.
A working knowledge of structural and mechanical systems and equipment, procedures and materials required for system maintenance, construction, construction documentation and building fire, safety and environmental codes is required.
Requires strong management, and organizational skills associated with facilities services and operations within a complex organization as well as good interpersonal and communication skills (verbal and written) to effectively work in a fast paced, multi-building, service oriented environment and establish/maintain relationships with diverse constituencies within an academic community and external constituencies.
Experience with PC and Mac platforms, experience with automated facility software is essential (work order system, key management system, CAD, EMS, etc.) and knowledge of Microsoft Office is necessary.
A valid Pennsylvania driver's license is required.
