Associate Director, Facilities Operations

Position Summary:

Location: Foster City, CA

Leads all Northern California facilities operations and services which includes repair and maintenance, facilities engineering, validation and compliance, site services and amenities, meeting and events, workplace services and other functions that may vary by site for a large business unit with R&D, CLIA labs, clinical, cGMP, medical device and regulatory facility needs.

This role is also responsible for supporting the quality operations related to the facility engineering, maintenance and compliance activities on the campus acting as the primary point of contact for all Facilities activities including CAPA, NC's and audit activities and responses.

Principal responsibilities include direct management of facilities staff and functions, strategic infrastructure planning, planned and predictive maintenance, central plant utilities, fire life safety systems, and capital and expense budget development and performance, including identification and execution of operating efficiencies and cost savings strategies for utilities, sustainability, and LEED.

All About You

Responsibilities:

  • Oversee facilities operations, services and engineering of a newly occupied 320k sf campus with multiple tenants and business stakeholders; in addition to an existing 110k sf manufacturing facility in Northern California (Bay Area).

  • Represent Facilities strategic and tactical operations in site leadership committee for both locations aforementioned

  • Build, develop and coach staff in various functions and disciplines within Facilities.

  • Contract with and direct all external contractor services. Ensure conformance to building standards and specifications. Ensure business requirements, service levels and standards are met or exceeded.

  • Maintain landlord and property management relationships, participate in lease contract negotiations for acquisitions, renewals or lease terminations.

  • Direct the installation, relocation, removal and repair of facility related equipment.

  • Develop and manage to annual capital and operating plans.

  • Partner and support the execution of facility-related capital projects in concert with Facilities Capital Steering Planning committee

  • Responsibility for overall facility security; plan and implement local security initiatives as directed by the Global Security.

  • Interface with corporate security leadership and coordinate delivery of company-wide security initiatives.

  • Develop, control and implement facility capital and operating expense plans, including facility utility schedules in coordination with corporate sustainability, Engineering, Compliance and Validation group. Accountable for facility expense performance.

  • Responsible for sound operation and maintenance of facility MEP systems inclusive of implementation and continued operation of validated CMMS/AMMS work order management system.

  • Ensure GLP/GMP compliance and maintain controlled space and environmental systems where applicable.

  • Support the implementation of regional programs which ensure compliance with applicable regulations and internal policies as defined by Global Facilities, Real Estate and EHS.

  • Ensure facility compliance with all applicable local, county or country based facility and EHS regulations or industry standards.

  • Ensure adequate on-call coverage for weekend/after-hours emergencies. Multiple shift operations.

  • Direct the planning, response and recovery operations for emergency situations and disaster recovery and coordinate the development and implementation of associated response plans.

  • Develop and direct implementation of space utilization plans in concert with Facilities strategic planning, project management and real estate resources.

  • Key contributor to planning and design of facility expansion and renovation. Build and manage a staff which works in a highly collaborative, team environment, cross-functional and results-oriented fashion.

Preferred Experiential Background:

  • 10+ years of experience in (combined) facilities management and operations, administration, purchasing, contracting, project and construction management.

  • Minimum 8+ years previous supervisory and management experience. Customer focused experience leading multiple facility functions and supporting multiple business functions in a high-profile campus environment with remote facilities.

  • An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.

  • Prior industry experience inclusive of large scale capital projects and facility management of clean-rooms and controlled environments including ISO, GLP/GMP facilities. Life science, clinical, biotech or pharma experience strongly preferred.

  • Knowledge and application of environmental, health and safety regulations and familiarity with EHS regulatory agencies' protocols.

  • Previous experience with CMMS, IWMS, or enterprise work order management systems preferred. Also, must be computer proficient using Microsoft Office, Outlook, Projects and other applications.

  • Possess strong business and financial acumen. Model excellent customer service skills. Ability to effectively communicate written and verbal including developing presentations at all levels of the organization.

Education:

  • Bachelor's degree in Engineering related discipline (4+years) or Master's degree in Engineering (2+years) M.S./M.B.A. preferred.

  • Certification/Licensure:

  • PE/engineering license, MBIFM, CMIOSH,CPE or CEM certificate a plus

In this role reporting to the Director of SCM and OpEx, you will be a key contributor in the successful execution of a high volume/growth service products at Illumina within the clinical environment. The Associate Director, Supply Chain, Warehouse and Logistics will oversee the materials management, site planning, and logistics activities across multiple centers of excellence (COE's) to support a best in class service delivery model for our clinical customers. The ideal candidate can demonstrate they have leveraged their strategic operational insight and executional ability across multiple sites within a regulated environment. This position will develop, lead, and manage projects supporting the Supply Chain Strategic Plan, LEAN Principles, affordability initiatives, compliance, and local organizational needs. The candidate should possess cross-site cross functional skills in a matrix environment to successfully collaborate with internal groups such as LabOps, SCM, Quality, Engineering, R&D and Finance amongst others. All About You Responsibilities: * Oversee the materials management, site planning, and logistics activities across multiple centers of excellence (COE's) to support a best in class service delivery model for our clinical customers while ensuring all service, cost, quality, productivity KPI's are achieved. * Assume accountability, compliance, and oversight for the development, implementation, and management of the staff, business processes, and systems supporting the Clinical Lab Service COE's material management and Global Logistics Supply Chain activities for the Clinical Lab Services group. * Direct all material and sample receiving, stocking, packing and shipping, and material control (inspection, IIF, inventory control, scrap, and associated SAP and QMS transactions) for the Clinical Lab Services group. * Lead the Clinical Lab Services logistics team to support efforts in inbound patient sample management and logistics, return logistics, freight costs, 3PL management, carrier management and trade compliance. Maintain effective 3PL relationships for clinical kit distribution while developing and leading cost savings initiatives and ensure spend is within budget. * Provide focused leadership towards excellence in quality execution, with an eye on LEAN and best in class performance while acting as a true advocate for clinical quality and process rigor. * Lead the planning of resources, infrastructure and layout of COE's in such a way they are compliant and optimized to meet Clinical Lab Services planned demand and product mix while able to support a culture of flexibility to scale operations as required. * Manage ancillary clinical supply management ensuring program needs are met with quality, on-time and within budget. * Drive root cause corrective action for warehouse/logistics issues and continuous improvement in performance. * Ensure strict safety and CLIA/CAP compliance requirements are adhered to, service and performance standards are met, and provides the proper development and coaching of their team members. Requirements: * Minimum 10-15 years in leadership roles encompassing sourcing, purchasing, planning and logistics/warehouse functions or responsibilities. Life science background preferred, CLIA experience is a plus. * Demonstrated leader capable of developing new opportunities, a compelling vision, and supporting the people, processes and systems required to achieve operational goals/KPI in support of a best in class customer experience.
