MISSION:

It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.

JOB PURPOSE:

The position serves in leadership capacity responsible for the overall strategic direction, management and supervision of the facilities including but not limited to maintenance, fire/life safety, and maintenance projects. This position's purpose is to ensure that the agency's physical plant meets the agency's rehabilitative mission in a safe environment with the appropriate security measures for the youth population. This position also must ensure that maintenance repairs are completed efficiently and effectively, to allow the youth to return to their normal activities as soon as it is safe to do so. This position must transition the agency's maintenance team from reactive to preventive, by using the appropriate supplies, techniques, and technologies.

JOB RESPONSIBILITIES:

Provides guidance, leadership, and supervision for all Maintenance Staff, the Fire Life Safety Coordinator and Physical Plant Material Manager.

This includes preparing performance planning evaluation documents and related personnel paperwork.

Coaches, counsels, and trains employees as needed.

Establishes and monitors work deliverables.

Implements management policies and initiatives as needed.

Assists the Deputy of Physical Plant Management in managing the divisions budget and personnel matters.

Oversees the implementation of Maintenance's Tool and Key Control Programs to ensure adherence to all requirements pursuant to agency policy and PREA.

Oversees all emergency, routine, and deferred maintenance at all DJJ facilities and properties.

Including any on call and emergency maintenance duties.

Must operate an efficient work order system to ensure cost and time of all repairs are tracked and ensure communication between all maintenance division personal and the direct care staff, so that maintenance repairs are completed efficiently and effectively to allow the youth to return to their normal activities as soon as it is safe to do so.

Communicates with direct care staff to ensure any repair aligns the needs of the staff and youth.

Ensures maintenance services has the appropriate supplies, tools, and training necessary to complete all work orders.

Ensures all maintenance repairs are sufficient and safe for both temporary and long-term needs.

Oversees the Fire/Life Safety Department to ensure that all DJJ facilities are in compliance with current fire and building codes.

Ensures all fire/life safety equipment is functioning and current.

Ensures all inspections are current and any repairs required are made in a timely manner and all documentation relating to Fire/life Safety is maintained.

Collaborates with the Security and Public Safety Divisions on emergency preparedness and emergency operations.

Responsible for training and implementation of all fire related evacuation plans and drills.

Organizes and participates in the emergency response and/or management during major weather events or other emergencies.

Responsible for all equipment and building systems within the agency to ensure that they are maintained, and the required services, preventive maintenance and inspections are done when required by code, regulation or best practices and that accurate records are maintained of all equipment and building systems.

Confirms all documents related to procurements for maintenance are kept and all procurements are in accordance with South Carolina procurement code.

Coordinates with the Lead Project Manager for repairs that exceed the capabilities of in-house forces, major repairs, or improvements/remodels when required or requested.

All other duties as assigned consistent with the mission of the agency.

Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS:

Bachelor's Degree and relevant program management experience.

ADDITIONAL REQUIREMENTS:

Knowledge of the South Carolina procurement code, the capital projects process, Office of State Engineer Regulations, SCEIS, building and fire codes.

Knowledge of the American Correctional Association Standards, Juvenile Detention Standards and DSS group home regulations.

Ability to manage small, medium, and large construction and maintenance projects in a fast paced, chaotic, and challenging environment.

Knowledge of the agency's mission, programs, and objectives.

Ability to provide supervision and guidance to a variety of employees with different specialties.

Effective and efficient communication skills, ability to create reports and make representations.

The employee receives supervision from Deputy Director of Physical Plant.

Employee must possess sufficient knowledge to make on-the-spot, independent judgements regarding consolidation of projects in the responsible areas.

Employee will work independently and with others as needed.

Must be able to work in a secure facility and have the confidence and endurance to work in a chaotic environment.

Work hours may vary depending on the needs of the youth.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.

Requires direct daily contact with youth in a secure facility.

This job will require coordinating emergency response to afterhours maintenance and will time outside of normal work hours.

Travel to all DJJ facilities is expected.

Preferred Qualifications

PREFERRED AGENCY REQUIREMENTS:

A bachelor's degree and experience in managing maintenance and facilities in a statewide agency, including experience in several maintenance trades, capital project management, emergency and deferred maintenance, and fire/life safety issues. Experience in a correctional and/or juvenile facility.
