Job Responsibilities

York Technical College, a member of the South Carolina Technical and Comprehensive Education System, is a public, two-year institution of higher education that offers a variety of associate degrees, diplomas, and certificates. Through maximizing student success, the College seeks to contribute to the economic growth and development of York, Lancaster, and Chester counties and of the State.

The Associate Dean for Workforce and Economic Development Department will perform the following functions:

Strategic Program Leadership:

  • Develop and implement strategic plans for workforce education programs, aligning offerings with industry needs and economic trends.

  • Identify opportunities for new program development and collaborate with internal and external stakeholders to ensure program relevance and effectiveness.

  • Monitor and evaluate the success of existing programs, making recommendations for improvements and adjustments as needed.

Partnership and Collaboration:

  • Foster partnerships with local businesses, industries, and community organizations to enhance workforce development initiatives.

  • Collaborate with Workforce Solutions teams to identify and address specific training needs for corporate clients.

  • Establish and maintain relationships with government agencies, professional associations, and other educational institutions to support workforce education goals.

Personnel Management and Resource Allocation:

  • Recruit, hire, and mentor qualified faculty and staff for workforce education programs.

  • Supervise and provide support to program managers.

  • Effectively manage human and financial resources, ensuring optimal allocation to support program growth and excellence.

  • Collaborate with the financial team to develop and monitor budgets for workforce education programs, making data-driven decisions to maximize resources.

Curriculum Development and Quality Assurance:

  • Oversee the creation and implementation of relevant and up-to-date curriculum for workforce education programs.

  • Ensure that courses meet industry standards, regulatory requirements, and provide students with the skills demanded by the workforce.

  • Establish and maintain processes for regular review, assessment, and improvement of program quality.

Community Outreach and Engagement:

  • Act as a liaison between the college and the community, promoting workforce education programs and building awareness of available opportunities.

  • Represent York Tech College at community events, workforce development forums, and industry-related gatherings.

  • Collaborate with marketing and communications teams to develop strategies that effectively promote workforce education offerings.

Grant Management and Funding Acquisition:

  • Lead efforts in securing grants and external funding to support workforce education initiatives.

  • Collaborate with relevant stakeholders to identify grant opportunities and prepare compelling proposals.

  • Ensure compliance with grant requirements and manage reporting processes to funding entities.

Data Analysis and Performance Metrics:

  • Utilize data analytics to assess the performance and impact of workforce education programs.

  • Implement key performance indicators (KPIs) to measure program success and identify areas for improvement.

  • Regularly communicate program outcomes to internal and external stakeholders.

Professional Development and Industry Awareness:

  • Stay informed about industry trends, emerging technologies, and changes in workforce demands.

  • Pursue continuous professional development to enhance leadership skills and knowledge of workforce education best practices.

  • Encourage and support faculty and staff in their professional development endeavors.

Minimum and Additional Requirements

Master's degree preferred or Bachelor's degree and at least seven years of experience in program and training development. At least one year experience working in a program management or department chair role within the SC Technical College System preferred.

Preferred Qualifications

  • Knowledge of instructional methodologies and best practices in training delivery.

  • Excellent written and verbal communication skills required.

  • Strong organizational and leadership skills required.

  • Knowledge of local, state and federal rules and regulations regarding continuing education programming.

  • Ability to work independently and exercise initiative to move the division forward.

  • Ability to set strategic direction and provide team leadership to achieve short- and long-term goals.

  • Ability to extract and synthesize data using Excel to support decision-making.

  • Ability to establish and manage multiple budgets consistent with division guidelines.

  • Ability to plan and direct work of Program Managers, instructors and supporting staff.

  • Ability to develop and foster relationships with both internal and external partners.

  • Ability to work a flexible schedule.

  • Ability to travel the tri-county service area.
