Job Summary

This position is in the District of Columbia, Office of the Chief Technology Officer (OCTO), Information Technology (IT) Digital Services, Enterprise Applications. This position functions as Associate Chief Technology Officer for Enterprise Applications, responsible for providing executive leadership expertise and management of citywide technology, programs, and projects specific to supporting operational service delivery on behalf of the government of the District of Columbia.

Incumbent provides agency level technical direction and technical management of the assigned agency and District of Columbia IT assets and infrastructure support systems. This position exercises broad authority to manage, determine and implement the agency's information and telecommunications technology and management improvement programs goals and objectives.

Duties and Responsibilities

The Associate CTO (Enterprise Application) serves as a senior leader, providing direct strategic planning and management services to OCTO executive leadership, other District Government agencies, and to IT Digital Services program management teams. Acts as the first level of escalation for project issues that cannot be resolved within the project or program.

Keeps the Deputy CTO informed of program resource requirements, ongoing project status, development, implementation, or Operational risks. Directs the agency's efforts to evaluate, recommend and implement information and specific application technology management plans and systems for use by the agency and its components including technical, managerial, operations, and feasibility assessment. Coordinates the IT initiatives of the business unit managers into the cohesive IT plan for the agency.

The unit managers rely on the incumbent's expertise for independent performance and judgment of work to be accomplished. Discusses matters of a policy nature with the Deputy CTO, and recommends major changes in IT program activities. Directs the selection, installation and maintenance of computer systems software and hardware for specific agency programs.

Analyses operating systems, operating systems software and utilities supplied by the hardware manufacturer and/or other vendors to determine optimum configuration for the installation and impact on existing systems, systems design, programming, testing and operating procedures. Ensures the installation and maintenance of systems software and approval of appropriate testing of new or modified systems software. Directs systems designers, engineers and development staff in the deployment and operation of system software and utilities as related to application programs.

The incumbent directs the design and implementation of customized system software required by the software installations. Provides technical leadership to both developmental and technical staff, regarding specific application services and program areas.

Responsible for the preparation of the information training materials for systems designers, engineers, programmers, and operations personnel that describe effects and requirements for new and/or modified systems software. Organizes and conducts appropriate technical staff meetings. Provides project and IT program support to partner agencies with a responsibility for the management and modernization of mission critical technical infrastructure and applications that support the services within the District of Columbia Government.

Such systems may reside at locations managed by OCTO, or other District Government agencies. Responsible for supporting the management of various technologies, development, operations, and modernization, including but not limited to those associated with financial, public safety, educational and infrastructure platforms, and systems. Establishes and maintains communications, regarding program and project execution with OCTO senior executive leadership, stakeholders, multiple agency directions, any subcommittees, and the executive sponsor.

Conducts regularly scheduled weekly program and project measurement meetings to ensure that all initiatives and projects are planned and executed within the defined project management methodology. Coordinates with human resources, partner with executive stakeholders, contracting and procurement organizations to minimize project impacts; and to resolve deviations or impediments to the delivery of the mission. Identifies and accommodates dependencies among projects; reviews program and project deliverables in relation to commitments to ensure that deliverables pass quality assurance, customer satisfaction, and acceptance criteria objectives; and resolves conflicts in project scheduling, resource allocation, financial planning, dependency, and execution.

Responsible for maintaining knowledge/awareness of current practices and trends in IT and program management with emphasis on specific requirements of financial, educational, and telecommunications services and other affected industries. Establishes positive working relationships with the agency, OCFO and interagency leadership, vendors, service providers, and program staff. Shares the Deputy CTO with technology management planning and improvement and in the identification of opportunities for revenue generation, IT resource consolidation, IT efficiencies, certifications, and leveraging existing technology and resources.

Conducts information planning; develops information technology strategies; designs information technology solutions that align with District strategic IT direction and standards; and develops information technology procurements. May serves in a leadership role of other executive level staff, and be prepared for a highly visible role in support of the agency and its mission's critical functions within the District Government, which include some emergency management functions for the District's Emergency Response Plan. Performs other related duties as assigned.

Qualification and Education

Individual must possess IT-related education and/or experience as defined in the Information Technology qualification standard (2210 series), however, a bachelor's degree is preferred. In addition to meeting basic requirements, at least one (1) year of specialized experience equivalent to the next lower GS-grade 15 level is required.

Specialized experience is work that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience for this position include: Comprehensive knowledge of IT budget practices including contract and procurement functions, vendor negotiation, vendor management, financial services, budgeting, personnel/payroll systems, systems security, and command and control, mastery knowledge of advanced IT project management principles, practices, organizational theory, and techniques of planning, organizing, analyzing enterprise systems projects and migrations, skill in written and oral communication sufficient to provide clear technical goals, objectives, and work techniques that promotes high quality service delivery.

Ability to ensure all communications are clear and concise with follow-up on actions taken and demonstrated skills and experience in providing leadership in a managerial capacity. Demonstrated skill in providing leadership in a team-based environment, securing the support and cooperation of agency management.

Salary Range: $140,958.00 - $197,337.00; based on available funding

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Promotion Potential: No known promotion potential

Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
