Position Summary:
The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in 3-K through Grade 12 (not including charter schools). The team also oversees policies and processes for citywide Gifted and Talented programs and the Public School Choice transfer process. The Office of Student Enrollment supports the New York City Department of Education (DOE)'s core priorities by designing and implementing admissions policies and processes that provide all students with access to high-quality public schools.

The Associate, Contracts and Purchasing will support workstreams related to contracts and purchasing. This position reports to the Manager, Contracts and Purchasing and supports other senior members of the office in reviewing all operational assignments and obtaining approvals. The Associate will participate in program work related to contracts, compliance, systems, and procedures. Performs related work.

Key Relationships: Operations Team, Executive Director of Analytics, Director of Communications, Senior Director of Elementary School Enrollment, Senior Director of Middle School Enrollment, Executive Director of High School Enrollment, Senior Director of Special Populations, Senior Executive Director for Field Enrollment, Executive Directors of Borough Enrollment, Senior Executive Director of Student Enrollment, DIIT, and other DOE offices and stakeholders.

Responsibilities

Contracts

  • Coordinates the development, registration, and execution of all contracts; monitors and evaluates services from initiation to completion.

  • Reviews all contracts and contract-related items with the Manager, Contracts and Purchasing prior to submission to DCP.

  • Responsible for all contract compliance, implementation, and reporting requirements.

  • Processes, coordinates, tracks, and reviews OSE contracts.

  • Provides knowledge, guidance, and information regarding vendors, contracts, rules, and procurements to staff members.

  • Works closely with vendors to ensure compliance with contracted obligations, clarify contract requirements, resolve potential conflicts, negotiate improved pricing, and discuss product quality and delivery.

  • Works with teams to develop solicitation specifications and associated pricing submission forms.

  • Tabulates, reviews, and analyzes vendor proposals and bids to ensure that proposals meet minimum qualifications and solicitation requirements.

  • Populates the contract administration and development databases with the necessary information to facilitate the approval process, and to develop and maintain records tracking and reporting requirements.

  • Manages fiscal year closing, providing reflective reports

Purchasing

  • Processes procurement requests and updates procurement log.

  • Facilitates the process of compiling procurement documentation, e.g., quotes, bids, and vendor proposals; tracks quote requests.

  • Coordinates and supervises procurement activities, including tracking purchase orders.

  • Ensures that vendors invoices are compliant to guidelines and processes them promptly and other related financial transactions.

  • Monitors the delivery of goods and services for OSE purchasing and support fiscal year close-out activities, including the reconciliation of accounts, expenditures, and reflective reports.

  • Assists with the Multiple Task Award Contract (MTAC) process.

  • Reviews vendor work plans and budgets to ensure that they are in line with approved contracts.

  • Ensures that purchasing and payroll practices and procedures are in compliance with DOE policy and budgetary considerations.

Qualification Requirements:

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field; or
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/ administration, labor market research, economic planning, fiscal management; or in a related area.

Preferred

  • Excellent interpersonal skills and experience working both independently and in a team-oriented, collaborative environment.

  • Excellent oral and written communication skills.

  • Attentive to detail, extremely well organized, able to work under pressure, and meet frequent and changing deadlines.

  • Strong analytical skills to understand, analyze, and address complex problems.

  • Knowledge of the DOE financial and payroll systems.

  • Experience working with principals, payroll secretaries, and school administrators.

  • Proficiency using Microsoft Office, including Word, Excel, and PowerPoint.

  • Flexible, adaptable, and goal-oriented, with the ability to establish priorities and organize resources.

  • Familiarity with the New York City School system.

  • Strong analytical skills.

  • Internal candidates preferred.

Salary: $70,370+

Responsibilities * Leads and coordinates the development, registration, and execution of all contracts (grant and tax levy-funded); monitors and evaluates services through to completion. * Leads strategic planning regarding contract development from start (RFP, solicitation) to end (registration, vendor management, payment, etc.). * Serves as primary liaison with the Division of Contracts and Purchasing and Office of Legal Services to resolve contract issues and questions. * Serves as the expert on contracts, purchasing and procurement for the office on high-impact services. * Supervises the tracking of contract expenditures and contract expiration dates, and ensures the availability of procurement vehicles to support OSE's programmatic needs. * Reviews and authorizes Requests for Authorization (RAs) to proceed in regards to OSE operations. * Reviews and authorizes system-wide listing application contracts to proceed with new contracts for office-wide usage. * Ensures all OSE contracts follow DOE standard operating procedures and adhere to all legal requirements. * Responsible for all contract compliance, implementation, and reporting requirements, including specific requirements for reimbursable or private funding. * Prepares responses to requests for contract information from external agencies (e.g., audits) and press inquiries. * Leads the dissemination of various contract communications regarding team meetings, retreats, and professional development opportunities for operations liaisons. * Collaborates with operations sub-teams to implement and streamline current operational processes. * Coordinates high-priority contract work streams and works with key leadership across OSE to manage timely execution. * Leads cross-functional activities of the team and the development and rollout of new processes and efficiencies in Division operational work. * Represents the Director, Budget, Procurement and Contracts at meetings, as needed. * Advises and debriefs the Director, Budget, Procurement and Contracts on all contract structures, and manages necessary implications when teams or divisions reorganize. * Communicates operational policies and procedures across teams to ensure proper interpretation and implementation.
