What You'll Do:

The current opening is a full-time position with benefits in the Land Use Division of the Department of Public Works. This position is a hands-on leadership position in the Land Development Projects Section. The duties of the position are varied and include facilitating private development projects, meeting with the public and answering questions, preparing written correspondence, overseeing technical staff, keeping projects on track and within budget, preparing agenda items for presentation to the Board of Supervisors, plan checking, inspecting projects under construction, and attending Planning Commission and Board of Supervisor meetings.

The Ideal Candidate:

The Department is seeking an energetic candidate with excellent oral and written communication skills. This is a people person job that requires working closely with the public, staff, and outside agencies. and four years of increasingly responsible experience. Knowledge of budgeting, supervision, and administration are essential. The ideal candidate would have strong computer skills and three to five years of experience after licensure. Knowledge of tentative map approval process, plan checking subdivision improvement plans, plan checking drainage reports, and plan checking traffic studies is desirable. An engaging and active leadership style that positively impacts and influences the work environment is essential in this position. The ideal candidate will develop and maintain positive relationships with various County Departments as well as regional, state, and federal partners, while enhancing communications and work relationships throughout the Department and overall County operations.

The working schedule for this position is typically Monday through Friday, 8:00 AM to 5:00 PM; however overtime hours and/or shifting your working schedule may be needed for work on certain projects. Planning Commission meetings are typically held on the first and third Thursdays from 6:00 PM to 9:30 PM in the Board of Supervisors Chambers in the County Courthouse.

Under general supervision, performs highly complex professional engineering work; supervises a work unit of professional and technical staff; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the first supervisory level class in this series, with responsibility for the design or construction section of the Engineering Division or the land use function of the Real Property Division. Incumbents function independently within guidelines, and represent the department in meetings with groups and individuals. Incumbents in this class are certified as Professional Engineers by the State of California.

EXAMPLES OF DUTIES

  • Plans, assigns, supervises and reviews the work of a professional and technical staff performing engineering duties in the areas of design, construction and/or subdivisions.

  • Participates in the hiring of assigned staff, recommending selection for management approval.

  • Trains assigned staff in areas of responsibility and provides for their development.

  • Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action and other personnel decisions.

  • Assists in budget preparation for the unit; monitors annual expenditures.

  • Provides technical and professional assistance to staff; reviews plans, specifications, contract documents and other reports and documents to ensure compliance with applicable codes, policies and procedures.

  • Assists in policy and procedure development and implementation.

  • Personally performs the most difficult and complex engineering assignments; plans, reviews and participates in design work, contract administration and land use activities.

  • Prepares and reviews project quantity and cost estimates; analyzes structures, highways and other project sites for engineering, economic, legal, and other considerations.

  • Performs complex resident engineering work for a group of smaller projects or for major construction projects; inspects and monitors contract work for compliance with plans, specifications, codes and deadlines.

  • Directs and supervises survey crews; directs and reviews the reduction of field data and the preparation of maps, plans, cross-sections and related documents.

  • Coordinates the activities of the unit with those of other divisions, departments and public and private organizations and individuals.

  • Represents the department and the County in meetings with property owners, engineers, contractors, developers, attorneys and representatives of other organizations.

  • Prepares and maintains a wide variety of records and reports related to unit activities.

  • Attends Board of Supervisors and Planning Commission meetings and presents information as required.

  • Acts as "engineer in responsible charge" on assigned projects; approves and signs off on drawings and project documents.

QUALIFICATIONS

Knowledge of:

  • Supervisory principles and practices, including work planning, scheduling, and evaluation and employee training and discipline.

  • Principles and practices of civil engineering design and construction.

  • Principles and practices of contract administration and project management and evaluation.

  • Applicable codes, regulations, standards and safety practices.

  • Construction materials, methods and equipment.

  • Computer applications related to engineering work.

  • Engineering mathematics.

  • Basic principles of budget development and administration.

  • Office administrative principles and practices.

Skill in:

  • Performing detailed analysis of designs, specifications, and plans.

  • Applying engineering principles and techniques to the solution of complex civil engineering problems.

  • Planning, assigning, supervising, reviewing and evaluating the work of others.

  • Training others in work procedure.

  • Organizing work, setting priorities and exercising independent judgment within policy guidelines.

  • Preparing clear, concise and accurate reports, records and correspondence.

  • Analyzing complex civil engineering data and reports, evaluating alternatives and reaching sound conclusions.

  • Dealing tactfully and effectively with the public, staff, other agencies, engineering firms, contractors, developers, manufacturers and others.

Other Requirements:

Must possess a valid California driver's license. Must possess a valid California registration as a Professional Civil Engineer.

Education and Experience:

A typical way to obtain the knowledge and skills outlined above is:

Equivalent to graduation from a four year college or university with major coursework in civil engineering and two years of professional engineering experience in design, construction and/or right-of-way work at a level equivalent to the County's Assistant Engineer II class.

CalPERS RETIREMENT PROGRAM

Employees fall into one of the following tiers based on the date you first start working for the County or any other employer that uses CalPERS for retirement.

  • Tier I - Prior to 7/5/2012: 2.7% @ 55
  • Tier II - Post 7/6/2012: 2% @ 55
  • Tier III - Post 1/1/2013: 2% @ 62

If this is your first job with a CalPERS employer, you'd be in Tier III.

  • 2.0 means that for every year you work for the County, you will receive 2% of your maximum annual pay rate for every year that you work for us (or other CalPERS employers) if you work the required minimum number of years (that's called vesting) and retire after the age following the @.

  • If you work 20 years and retire at 62 years of age, you will receive 20 x 2% or 40% of your maximum annual pay rate every year in retirement payments.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
