ABOUT THE POSITION

The County of Riverside TLMA Transportation Department has an opportunity for an Associate Civil Engineer to support the Project Development Division for the Riverside location.

The Associate Civil Engineer will play a crucial role in the successful design and delivery of plans and specifications and estimates (PS&E) packages, special provisions, construction contacts througheffective coordination with consultants, design team, various technical units and other agencies.

Competitive candidates will be experienced in the reconstruction, resurfacing, widening and realignment of roadway projects with a high levelunderstanding of CaltransStandard Plans, Specifications and Contracts, the County of Riverside Special Provisions, Road Improvement Standards & Specifications (Ordinance 461), and federal funded construction contract requirements and coding.

The Associate Civil Engineer is distinguished from the Assistant Civil Engineer in that the latter works under closer supervision.

Advancement to the Senior Civil Engineer level is obtained by competitive selection through an open recruitment.

Meet the Team!

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.

EXAMPLES OF ESSENTIAL DUTIES

  • Stamping plans for encroachment permit; researching the Right of Way status for various roads in Survey records; starting the bonding process for plans; confirming plans are ready for tax assessment for County CFD/CSA's; processing delta changes requested by Inspection; record-keep approved plans in Laserfiche/PLUS/Survey; coordinate reviews for Parkways; Basins and Parks with Valley-wide; provide QA reviews of Flood Control plans; assist Planning, B/S or other Departments for clearing conditions related to work in the Road R/W; and meet with Applicants, Developers, and Private Engineers.

  • Assign work, give instructions and resolve difficult engineering and administrative problems in connection with directing the work involved in the planning, design and construction of highways, sanitary landfills, flood control and drainage structures, or review and approval of structural or grading plans.

  • Direct the activities of a group of office engineering personnel in analyzing field data and preparing plans, profiles, maps, and related drawings necessary for construction work.

  • Conduct traffic investigations; interacting with the general public regarding traffic operation issues; reviewing land development proposals with regard to traffic impacts, traffic safety and determining mitigation measures

  • Review street traffic signal grading plans for conformity to County and Caltrans, local ordinances, state regulations, and administrative policies.

  • Assist and advise permit applicants in engineering and technical structural or grading problems; assist and participate in the in-service training programs of building inspectors and engineering technicians relative to grading and structural inspections.

  • Supervise the preparation of structural drawings; prepare specifications and related contract documents to be used in advertising construction projects for bids.

  • Provide technical information to officials of other governmental jurisdictions, other engineers and the public.

  • Provide traffic signal timing, assist Traffic Operations staff on traffic signal operation issues, and perform other engineering tasks as assigned

  • Utilize MicroStation for traffic design (traffic signal design, ITS, signing and striping, and traffic control plans) .

MINIMUM QUALIFICATIONS

Experience: Two years of professional civil engineering experience, including one year in either 1) the planning, design and construction of highways or flood control projects; or 2) review and approval of grading for permit issuance; or 3) traffic engineering design and transportation planning planning

License: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers

Knowledge of: The fundamentals of civil engineering; mathematics and physics as applied to engineering; construction survey, stress analysis, hydraulic design, topographic mapping, analytical mechanics, and strength, properties and uses of construction materials; accepted practices of grading and structural plan review and approval; general methods and procedures of describing real property.

Ability to: Direct the work of subordinate engineering personnel; design a variety of public works projects with skill and accuracy; perform difficult mathematical computations; review and approve street improvement plans; make accurate drawings and maps; prepare and or review technical reports; maintain cooperative working relationships with others.

License/Certificate:Possession of a valid California Driver's License is required.

Schedule:This position works in office with a 9/80 or 4/10 schedule dependent on departments needs.
