Public Works Division: Water/Wastewater Opening Date: 08/14/2023 Description Under general supervision of the City Engineer, independently performs technical engineering work related to water and wastewater capital facilities; oversees assigned capital facilities projects, including design criteria, selection of materials, and environmental considerations; performs contract administration; special programs/project; reviews private development projects; and performs related duties as required.

Employees are responsible for all other duties as assigned. Coordinates, manages, and monitors the organizational and operational activities for assigned projects independently; responds to City project related inquiries from the public, developers, contractors, engineering professionals, and neighboring agencies; Prepares, reviews, and approves designs, plans, and specifications; for the construction of City structures and facilities; assists with other projects as assigned. Reviews, develops, and writes scopes of work for technical studies and design contracts between the City, consultants, and construction contractors.

Prepares City Capital Improvement Project budgets assigned by the City Engineer for the planning of multiple projects for the upcoming fiscal year. Reviews and approves engineering plans, including design criteria and methods of analysis; makes technical recommendations; Performs project engineering duties, reviews contracts and improvement plans; provides project direction to staff and consultants; tracks projects and coordinates construction inspection services; reviews and processes requests for payment and change orders; assists engineering staff, customers, developers, and contractors with items needed to start and complete projects; Prepares project reports, technical memos, cost estimates, and routine memoranda and correspondence between the City and contractors, developers, public agencies, and other concerned parties; Utilizes and helps maintain GIS based water and sewer hydraulic model; performs hydraulic analysis of proposed developments and capital improvements utilizing computer systems and manual calculations; performs sewer loading analysis of proposed developments and capital improvements utilizing computer systems and manual calculations; Calculates angles, areas, stationing, traverses, earthwork volume, hydraulic calculations, cost estimates, project budgets, and related mathematical functions for engineering construction drawings and field surveys; may assist as a member of survey crew; prepares information, material, and maps for condemnation actions; Reads and interprets regulations, contracts, plans and specifications, maps, survey data, and a variety of other engineering and contract related information; uses computers, calculators, drafting tools and equipment, reproduction equipment, and a variety of other engineering and office equipment in performing job duties; Represents City in coordination with other utilities, regulatory agencies, governmental bodies, planning agencies, technical groups, contractors, and the public; Coordinates project activities with other department staff and City personnel; provides technical assistance to other departments and City personnel; Operates copiers and a variety of office equipment; Performs duties in a professional manner and works well with others or in a team setting; Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public; Regular attendance and adherence to prescribed work schedule to conduct job responsibilities; Observes safe work practices and safety methods; performs other duties as assigned. Facilitates public meetings to keep the public informed of direction and progress of public works capital projects.

Acts as the point of contact responding and resolving inquiries regarding engineering projects from residents, business owners, contractors, and city staff. Performs all work duties and activities in accordance with City policies and procedures. Works in a safe manner and reports unsafe activity and conditions.

Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting, and monitoring as outlined in the City's Safety Handbook. Assist the City Engineer in updating the Capital Improvement Plan and the City Council adoption process with each budget cycle. Establishes project priorities and schedules; monitors and evaluates work products contractors; participates in the development and administration of project budgets; prepares cost estimates; assists in the research, development, and administration of revenue sources.

Prepares bid specifications and requests for proposals; coordinates multiple projects with other City departments, developers, architects, engineers, and outside agencies. Analyzes and makes reports and recommendations concerning CIP and other projects as assigned. Prepares staff reports for City Council.

Facilitates complaint and problem resolution. Develops and maintains project records. Provides assistance to other employees or departments as needed.

Performs other duties as assigned. K NOWLEDGE OF : Civil engineering principles and practices relating to mapping, drafting, design, estimation and construction. Engineering mathematics including complex hydraulic calculations The principles and practices of project management.

Basic contract law, bond, and insurance requirements. Municipal, state, federal and other codes relating to design and construction. Principles and practices of conflict and problem resolution.

Principles and practices of continuous process improvement. Current supervision and evaluation techniques. Manage and work independently on multiple major projects or sensitive problems and coordinate work of others.

Analyze problems, identify alternatives, and negotiate effective solutions. Municipal administration practices and procedures. External customer service.

Professional written and oral communication skills. Microsoft Office suite and MS Project. Safely operate a motor vehicle both on and off-road.

Coordinate multiple projects, providing comprehensive oversight and documentation. Establish and maintain effective working relationships with city staff, city management, developers, business owners, and other agencies. Communicate clearly and effectively with city staff, development clientele, and the public.

Apply the principles and practices of conflict and problem resolution to aid in the successful completion of development projects. Identify, communicate, and negotiate the resolution of complex issues. Develop and implement policies and procedures to expedite the development review process to enhance customer service.

Express ideas, both orally and written, to a variety of audiences, including public officials, managers, other city staff, developers, contractors, and the general public. Operate a motor vehicle. Prepare oral and written reports and maintain system tracking and performance records.

Operate standard office equipment and a personal computer using program applications appropriate to assigned duties. Work in a safe manner and report unsafe activity and conditions Typical Qualifications M INIMUM Q UALIFICATIONS Bachelor's degree in Civil Engineering or Construction Management or a closely related field and four (4) years of full-time professional level experience in commercial, industrial, governmental, or large-scale residential development project management; and two (2) or more years' experience in a public sector setting is required.

Possession of a valid California driver's license is required.

Possession of a current and valid Professional Engineer's license is desired. Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of the City Manager. RETIREMENT : New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% 60 Plan and 3 Year Average formula. New hires with no CalPERS service as of January 1, 2013, will pay 6.2% of the employee rate and will be subject to the 2% 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security.

CAFETERIA PLAN/BENEFITS: The City contributes $1,400 per month to each employee for health insurance, dental, vision, life or a deferred compensation program. City reimburses employee a maximum of $300 for eyewear every two years.

Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency. LIFE/DISABILITY INSURANCE : The City pays for a basic life insurance policy in the amount of $150,000. Employees pay for short and long term disability plans with a 7-day elimination period.

HOLIDAYS/VACATION/SICK/BEREAVEMENT LEAVE: City employees receive thirteen (13) paid holidays per year. After completion of probation period:

Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days. Twelve (12) days of sick leave per year. Three (3) days of bereavement leave for immediate family not subject to waiting period.

OTHER BENEFITS: $275/mo. for possession of a Master's Degree. $350/mo. vehicle allowance. AGENCY SHOP/DUES DEDUCTIONS: Management employees can voluntarily choose to join the Teamsters Local 1932, or pay them a service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of Teamsters Local 1932.
