Duties

The Chief APN is a licensed independent practitioner with advanced education and national certification who is a senior level leader.

Executive leadership characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and influence organizational mission and health care. The Chief APN is responsible for leadership of service and programmatic operations, both clinical and administrative. They function as an administrator, educator, and consultant in collaboration with all clinical services/programs at the facility or network level, interdisciplinary service leaders, and executive leadership. Establishes and maintains effective relationships with all levels of medical center personnel and relates effectively with customers, families, and the

community.

The Chief APN (1) Assists Nurse Leaders, APNs, and interdisciplinary clinicians in carrying out the functions and activities expected of them, (2) Contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of clinical

practice, (3) Leads and collaborates in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs, and (4) Collaborates with other health care staff to establish and maintain programs that cross services and/or disciplines that influence organizational mission and health care.

The incumbent directs all activities of the MH service including budget and fiscal management, human resource management, strategic planning, and program management and evaluation, assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Participates in management discussions, decisions and policy-making, and provides program direction to the managers and assigned personnel within the service line.

Major duties include:

  • Planning, developing, coordinating, directing, and evaluating a large, integrated mental health program for MTVAHCS

  • Performing wider-range and higher-level management functions for MTVAHCS and VISN 19 through participation in planning and oversight boards, councils, and committees

  • Developing and maintaining continuing programs in the areas of professional peer review, organizational improvement, continuing education, scope of practice, clinical privileging, and other quality improvement activities.

  • Providing direct healthcare to Veterans within incumbent's area of expertise, on a limited basis.

Serves as a member of a number of facility and VISN level committees such as the facility Executive Committee of the Medical Staff, the HealthCare Delivery Executive Council, and the VISN 19 Mental Health Integrated Clinical Communities. The incumbent actively participates in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care of the Veteran population. Provides input, advice, and counsel for MTVAHCS planning, programming, budgeting, and general administration.

Manages a large, diverse service line that provides health care services central to the mission of MTVAHCS. Has supervisory responsibility for subordinates and responsibility for all professional, management, and administrative aspects of the Department. Has ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. Has skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, etc. Has line and staff authority for resource allocations and ensures efficient operation within the Department. Able to translate management goals and objectives into

well-coordinated and controlled work operations.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.

  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Preferred Experience:

  • This position requires a deep understanding of mental health services, including clinical care, program development, and policy implementation. The ideal candidate should have experience in leading and managing a team of mental health professionals, as well as collaborating with interdisciplinary teams to provide comprehensive care. Additionally, a strong background in developing and implementing evidence-based practices, quality improvement initiatives, and research programs is desired. Excellent communication and leadership skills are essential for this role, as the Associate Chief of Staff of Mental Health will be responsible for fostering a culture of excellence, promoting innovation, and ensuring the delivery of high-quality mental health services to veterans within the MTVHS.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:

Education and Experience Requirement.

  • Master's degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

OR

  • Master's degree in a related field and a bachelor level degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

OR

  • Doctorate in Nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

OR

  • Doctorate degree in a related field and a master or bachelor level degree in nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

Dimension Requirement. Nurses at Nurse IV must meet ALL the following dimension requirements to qualify for Nurse IV.

  • Business Acumen. Transforms health care by implementing new processes, technology, informatics and data analytics using business models and fundamental concepts of resource management at the program or service level.

  • Inspiring an Industry-Leading Culture. Employs an industry- leading, shared decision-making culture. Cultivates a diverse and inclusive workforce that serves Veterans, families and caregivers of all backgrounds and builds trust, cultural competencies and catalyzes dynamic teams at the program or service level.

Communication and Relationship Management.

Directs the effective use of relationship management principles to achieve positive customer service experiences that are consistent with professional organizational values, beliefs and practices at the program or services level.

Professional and Social Responsibility.

Operationalizes a culture of holistic care, health advocacy and health equity. Applies ethical principles in decision-making at the program or service level. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community.

Physical Requirements:

This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
