The North Battlefield VA Outpatient Clinic (NBVAOPC) is scheduled to open in November of 2024. Those hired for these positions will be required to work at the VA Medical Center or one of the other CBOCs (management determination based on need) until the NBVAOPC opens.

The Associate Chief of Pharmacy Operations is responsible for the planning, coordination, management, and maintenance of comprehensive distributive, logistical, and administrative pharmacy services to support the Medical Center's mission. The incumbent has oversight of inpatient, outpatient, controlled substance accountability, automation, informatics, community care, and pharmacoeconomic and procurement operations to support the Hampton VAMC and healthcare system. Major duties include but are not limited to:

  • Assesses, plans, and evaluates the pharmacy services assigned to ensure proper coordination between the delivery of pharmacy services and the overall delivery of health care.

  • Participates in long range program planning and model development for effective and timely delivery of pharmaceutical services.

  • Oversees implementation and maintenance of services to ensure compliance with accepted healthcare delivery standards.

  • Maintains an efficient and effective medication distribution system for unit-dose medications, outpatient prescription dispensing, hazardous and non-hazardous sterile compounding, non-sterile compounding, automated medication replenishment programs, and automated dispensing technology.

  • Maintains oversight of the controlled substance accountability program and the drug accountability program for Pharmacy Service. Coordinates with other departments or agencies to effectively maintain resource accountability.

  • Defines and establishes effective process monitors and quality controls for the proper surveillance of the accuracy and integrity of medication management systems under the incumbent's supervision.

  • Plans and maintains staffing patterns that promote use of all levels of Service personnel to achieve the Service's mission and goals. Takes appropriate action(s) to realign resources to meet changing workload demands and to meet goals and priorities.

  • Advises on pharmacoeconomic programs related to evidence-based uses of medications and makes recommendations for system-wide interventions when deemed necessary to assure optimal usage of pharmacotherapeutic resources.

  • Maintains current professional services policies governing drug procurement, storage and dispensing procedures and the provision of drug information within the hospital and outpatient clinic.

  • Participates in the decision-making process by representing Pharmacy Service on local, VISN, and or national committees or work groups.

Pay: Competitive salary and regular salary increases.

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

  • Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).

  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: The following criteria must be met when determining the grade of candidates.

Experience. In addition to the basic requirements, you must have one (1) year of experience equivalent to the next lower grade level (GS-13). To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board.

Demonstrated KSAs. At the GS-14 grade level, applicants must also demonstrate the following KSAs:

  • Skill in persuading others and gaining cooperation to accomplish goals.

  • Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.

  • Skill in utilizing regulatory and quality standards to develop and implement operational programs.

  • Skill in managing multiple and diverse people or programs.

  • Skill in utilizing available resources to support the mission and goals of the organization.

  • Ability to plan, organize and direct the functions of the pharmacy staff.

Preferred Experience: Pharmacy leadership experience involving both inpatient and outpatient processes.
