The City of Pasadena's Department of Transportation is seeking

Assistant Engineers and/or Associate Engineersfor the Multimodal Planning Division and the Engineering and Operations Division. Under direct supervision the

Assistant Engineer and/or Associate Engineerperforms a variety of professional traffic engineering work in the field and office; coordinates, assists, assigns, and oversees the work of professional and technical staff in engineering activities; manages projects as a designated project manager; and performs related work as assigned. This includes conducting traffic investigations, managing and handling constituent requests for traffic control devices, reviewing traffic control plans, developing and reviewing work orders, assisting with the implementation of the Neighborhood Traffic Management Program, the Capital Improvement Program, the Pedestrian and Bicycle Transportation Action Plans, and the upcoming Active Transportation Plan. All related infrastructure projects includeengaging in robust community outreach. In addition, this position participates in the preparation of project budgets; monitors costs; conducts a variety of studies; and prepares reports. The Assistant Engineer and Associate Engineer coordinates, schedules, assigns, trains and evaluates the work of professional and para-professional personnel and consultants, attends meetings, makes presentations, and responds to community concerns about traffic-related issues.

The Assistant Engineer is the entry-level class in the professional engineering series. Initially under immediate supervision, candidates are responsible for the less complex office and field assignments. Proficiency in the use of AutoCAD for preparation of civil plans is highly desired. With experience and training, the work becomes progressively more diversified and challenging and requires increasing independence of judgement. This Assistant Engineer class is distinguished from the Associate Engineer in that the latter works with less supervision and is considered experienced in performing the work. An Assistant Engineer may be promoted to an Associate Engineer, consistent with the sliding classification concept, upon meeting the minimum requirements for the position and recommendation of the department head.

The Associate Engineer is the experienced professional engineer in the engineering series. The position requires an Engineer-In-Training certification. The candidate performs journey-level work and is expected to conduct independent engineering studies, perform analyses, and make recommendations, and develop plans and proposals for current and future regulatory compliance. Proficiency in the use of AutoCAD for preparation of civil plans is highly desired. The candidate is expected to exercise a considerable amount of independent judgement in designing plans and making general engineering and plan checking calculations for projects, monitoring contracts for compliance with engineering standards and specifications. A Certificate of Registration as a Professional Engineer (PE License) issued by the State of California is highly desired.

IDEAL CANDIDATE

The ideal candidate will be a technical expert in their field, with a focus on transportation engineering and planning. The candidate will have recent exposure on a diverse range of multi-modal transportation projects and should demonstrate strong written and verbal communication skills, problem solving and critical thinking skills, be a team player, possess good customer service skills, have the ability to present recommendations to groups, take initiative, and have a strong work ethic. Collaboration across sections of the Department is a must.

Essential Functions

  • Possess substantial knowledge of federal and state guidelines and requirements related to transportation planning and engineering.

  • Project management for active transportation, traffic signal, and Neighborhood Traffic Management Program projects.

  • Assist in the development of transportation plans and conceptual designs for multimodal projects.

  • Interpret and review traffic impact analysis studies for development that occurs in the City.

  • Implement a Safe System Approach to traffic safety with the goal reducing traffic fatalities and serious injuries.

  • Conduct traffic investigations and provide recommendations on the installation of traffic control devices throughout the city.

  • Implement projects funded through the Los Angeles County Metropolitan Transportation Authority (Metro) Measure R, Multi-Subregional Program and Measure M funding. In addition, the Associate/Assistant Engineer ensures timely invoicing and manages multiple consultant contracts.

  • Prepare and review channelization plans, specifications, and estimates.

  • Identify and recommend pedestrian crossings enhancements, bicycle facilities, and speed reduction strategies, including speed humps and speed feedback signs.

  • Coordinate school area circulation and pedestrian safety programs.

  • Operate the central traffic control system at the City's Traffic Management Center (TMC).

  • Engage in robust community outreach.

  • Present findings and data in presentations to various committees and at neighborhood meetings

  • Grant writing and subsequent administration of grant-funded projects for various transportation and traffic safety related improvements.

  • Assist in the development of the Capital Improvement Program and track quarterly project monitoring reports.

  • Work effectively with other departments, particularly the Public Works and Planning Department.

  • Prepare requests for proposals and evaluate proposals.

  • Communicate effectively with council office representatives and the public.

  • Prepare agenda reports and provide presentations to commissions, committees, and City Council.

  • Monitor community needs, division resources, legislative mandates, and grant-funded requirements.

  • Represent the department at City Council meetings, committee hearings and with other City, state, and federal bodies.

Qualification Guidelines

EDUCATION AND EXPERIENCE

Assistant Engineer:

  • Graduation from college with a Bachelor's degree in civil engineering; AND
  • An Engineer in Training (EIT) certificate issued by the California State Board of Registration for Professional Engineers may substitute for the college degree.

Associate Engineer:

  • Graduation from college with a Bachelor's degree in civil engineering, an Engineer in Training (EIT) certificate issued by the California State Board of Registration for Professional Engineers; AND
  • Two years of recent professional experience.

Desired qualifications

  • Master's degree in planning, engineering, or a closely related field

SELECTION PROCESS

The selection process will consist of a training and experience evaluation, an oral panel interview, and a department-level interview.

VACANCY INFORMATION

There are currently three vacancies in the Department of Transportation. Two positions in the Multimodal Division and one in the Engineering and Operations Division. The resulting eligibility list from this recruitment will be used to fill the current vacancy and similar vacancies in the future.

Candidates selected for this position are subject to a one-year probationary work period.

Must possess a Class C California driver's license and a satisfactory driving record.
