Job Summary The Assistant Vice President has wide ranging responsibilities across departmental boundaries and appraises, forecasts and determines a desired set of future conditions required to achieve the goals and objectives of the perioperative product line.# Assists the Vice President of Patient Care Services and Chief Nursing Officer with the oversight of all fiscal and operational performance of the following listed departments.# Has overall administrative responsibility and accountability for the management and direction of the operational, personnel, financial and marketing activities, directly or through delegation to department heads, of Surgical Services - OR, PACU, ASC, Endoscopy, Pain Management, Surgical Scheduling, Business Operations and Sterile Processing.# These functions are coordinated with Hospital Administration, Department Heads, Medical Staff and others and are performed in accordance with all applicable laws, regulations, policies, procedures and standards. # Minimum Qualifications Education/Training: Bachelor#s degree in Nursing (BSN) from an accredited school of nursing required. Master#s degree in Business Administration, Health Service Administration or related field.


Experience:


8 years of experience in a supervisory role with at least 3 years in the perioperative setting. License/Cert/Reg:

Demonstrates advanced knowledge of clinical and nursing pertaining to the specialties of the service line.# Knowledge of contemporary clinical practice and research, technological advances/innovation and the standard of practice/care. # # Primary Duties and Responsibilities Develops department goals, objectives, policies, and procedures. #Ensures compliance with business unit policies and procedures and governmental and accreditation regulations. Develops and recommends department operating budget and manages resources according to approved budget. Selects, trains, orients, and assigns department staff. #Develops standards of performance, evaluates performance, and conducts performance management planning. #Initiates or makes recommendations for personnel actions. #Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information. Administers and maintains all department services in accordance with standards and criteria established by The Joint commission, state, local and federal agencies to ensure compliance with those external requirements.# Works collaboratively with other areas of the Hospital to ensure the Perioperative Division#s conformance with applicable regulations, requirements and institutional initiatives. Monitors front end operations with particular attention to revenue cycle activities including but not limited to charge capture, coding, registration, data control, denial reports, etc. In consultation with the Department Chairs of Surgery, directs standardization of materials and operations, including development and implementation of policies and procedures across perioperative services. Directs fiscal planning and oversight of the perioperative departments under the direction of the Vice President of Patient Care Services and Chief Nursing Officer.# Reviews and approves revenue, staffing, operating and capital budgets and ensures that fiscal targets are realized.# Analyzes and reports on budget variances, assists departments in the development of corrective action plans to ensure unfavorable variances are improved.# Monitors and oversees activities to ensure perioperative departments# execution and compliance with stated action plans. Coordinates strategic planning and new program development in specific areas of responsibility in consultation with the Chairman of Surgery, Chairman of Anesthesia and Perioperative Nursing Leadership.# Participates in hospital-wide and system-wide strategic planning.# Coordinates development and implementation of business and marketing plans for areas of responsibility.# Ensures that plan is endorsed by MedStar management, lead physician and Hospital President. Participates with service line and managed care departments in the development of product line or procedure-based proposals for marketing to payors. Oversees development and implementation, independently or in collaboration with the Marketing Division, of marketing efforts to promote the use of Surgical Services.# Performs personnel management functions, directly or through delegation to department heads, for the designated areas to include, but not limited to: interviewing, hiring, scheduling, coaching, counseling, evaluating and terminating associates as delegated by or with the Vice President of Patient Care Services and Chief Nursing Officer#s approval. Represents the Hospital to others including the general public, patients, outside agencies and other sectors of the Hospital. Facilitates the integration of services throughout the organization and MedStar System#s continuum of care.# Develops and strengthens communications and teamwork within the service line identified with specific goals and objectives. Exemplifies Patient Experience service standards, SPIRIT Values, service line philosophy, mission and values and actively participates in Patient Quality and Safety standards and tasks. Participates in multidisciplinary quality and service improvement teams.# Participates in meetings and on committees for community outreach efforts. Performs other duties as assigned. Working in collaboration with the Health Plans president and leadership to support health plan operations, the AVP is responsible for IT strategic planning, directing solutions architecture, selecting and/or developing information systems, implementing internal and external business partner data interfaces, quality assurance, IT systems/interface operations and maintenance, partner vendor management, and overall customer support including coordination of other corporate IS resources needed to support health plan goals. The AVP is an integral member of the health plans senior leadership team and will have an indirect reporting relationship to the president. Working with the Health Plans president and leadership team, the AVP will facilitate the health plans IT governance process to ensure IT staff are focused on needs and priorities well aligned with business objectives. The AVP will work with the Health Plan president, CIO, and IS vice presidents to provide health plan input to the MedStar strategic IT plan, ensure it is well aligned with health plan business objectives and the overall MedStar IT plan, and successfully implemented across health plan sites. The AVP is responsible for developing and managing operating and capital budgets to support the health plan IT needs. The AVP leads, manages, hires, and evaluates the IT team providing these services. Qualifications: EDUCATION: Bachelor's degree in a Healthcare Technology discipline, Information Systems, Computer Science, Business or Health Administration, Master's degree preferred or an equivalent combination of education and technical leadership experience. EXPERIENCE: A minimum of 10 years experience in health care IT, 5-10 years experience implementing health plan information systems and interfaces, and 7-10 years of progressive supervisory and leadership experience. Demonstrated experience communicating, collaborating, and functioning effectively as part of a senior leadership team. Demonstrated experience in architecting information solutions, identifying issues, and solving through innovation and collaboration. Demonstrated collaborative IT customer service delivery including experience facilitating IT governance processes with business leadership to align IT team assignments with business objectives.
