DISTINGUISHING FEATURES OF THE CLASS: The work involves the administration of the in-patient and outpatient nursing education practices at the Erie County Medical Center Corporation (ECMCC). The incumbent oversees nursing education practices for compliance with applicable laws, rules, regulations, accreditation, and ECMCC policies and procedures.

The incumbent oversees development, implementation and evaluation of nursing education programs, policies, and procedures through the incorporation of evidence-based industry best practices. Work is performed under the general direction of the Senior Vice President of Nursing or another higher-level administrator. In the absence of the Vice President, the incumbent is responsible for the administrative functions of the service on a 24-hour basis.

Supervision is exercised over lower-level professional, paraprofessional, clerical, and support staff. Does related work as required.

Typical Work Activities:

Oversees the administration of nursing and in-service education for in-patient and outpatient and related areas of care.

Supervises and directs the work activities of professional and non-professional nursing personnel in the Education department.

Oversees the operational and capital budgets and monitors budget performance and takes appropriate action as needed;

Overseas the administration of initial, ongoing, and corrective nursing education for in-patient and out-patient areas of care as performed by lower-level staff;

Oversees compliance with policies and procedures, nursing standards of practice and requirements, programs and evaluation methods which incorporate industry best practices and applicable laws, regulations and accreditation standards;

Directs, oversees and collaborates with education staff in conducting needs assessments; oversees the development, implementation and evaluation of existing and new nursing education programs and practices, including but not limited to, population-specific nursing care, bedside nursing development and competency validation;

Oversees the coordination of orientation for new nursing staff, organization wide educational activities such as continuing educational credits, clinical affiliations, American Heart Association training, behavioral health related trainings (inc.

TRUST), and all regulatory updates;

Maintains Training Center Coordinator (TCC) status with the American Heart Association, ensures required classes offered meets the needs of organization, maintains accurate records of attendance and billing for such classes, assists with scheduling rooms and employees as needed;

Participates in the selection of competency indicators and ensures competency reviews are completed on assigned staff;

Performs research for regulatory mandates and management of events deemed as unanticipated (sentinel) in accordance with applicable standards/guidelines;

Identifies learning needs of staff and monitors staff participation in educational programs;

Collaborates with educators to create content hours (CH) for nursing education in Medical/Surgical, Critical Care, Emergency Department, Behavioral Health, Ambulatory Clinic, and Surgical Staff.

Oversees new initiatives and ensures curriculum design is evidenced-based, effective, and efficient. Including but not limited to simulation center, learning management systems, and electronic medical record education initiatives;

Collaborates with education staff, Clinical/Unit Manager, and supervisors to develop appropriate plans of action for employees with identified performance issues; takes appropriate action to correct issues regarding non-compliance with policies, procedures and standards;

Facilitates communication amongst staff;

Participates in developing and evaluating unit-based quality improvement activities and quality improvement activities;

Participates in and organizes meetings, committees, in-services, training and conferences, case reviews and root cause analysis for occurrences.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles, practices, equipment and terminology as applicable to the nursing practice in general; thorough knowledge of applicable laws, rules, regulations, accreditation standards, and ECMCC policies and procedures; thorough knowledge of the metrics and standards utilized in evaluating nursing care delivery and educational programming; good knowledge of hospital administrative and supervisory techniques; strong analytical skills; ability to develop, implement and evaluate nursing educational programs; ability to research, comprehend and interpret nursing information and trends; ability to develop and monitor goals, objectives and staffing patterns; ability to develop a budget and monitor budget allocations against actual spends; ability to coordinate nursing and educational services; ability to direct staff and evaluate their performance; ability to motivate personnel; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:

A.) Possession of a Master's Degree* in Nursing, Education or closely related field and five (5) years of experience as a registered professional nurse, of which three (3) years were in an administrative or supervisory* capacity; or:

B.) Possession of a Bachelor's Degree* in Nursing, Education or closely related field and seven (7) years of experience as a registered professional nurse, of which (3) years of experience in administrative or supervisory* capacity or;

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:

Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of appointment and maintenance throughout duration of appointment; and:

Possession of Basic Life Support Instructor (BLS) Certification from an ECMCC approved provider at time of appointment and maintenance throughout duration of appointment; and:

Possession of Advanced Cardiac Life Support Instructor (ACLS) Certification from an ECMCC approved provider at time of appointment and maintenance throughout duration of appointment; and:

Possession of one of the following professional certifications within one (1) year of appointment and maintenance throughout the duration of appointment:

  • Critical Care Registered Nurse (CCRN), or

  • Certified Medical-Surgical Registered Nurse (CMSRN), or

  • Certified Emergency Nurse (CEN), or

  • Certified Nurse Educator (CNE)

NOTE 2: Administrative experience, as defined by New York State Civil Service, means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or "staff activities" such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administrative experience.

NOTE 3*: Supervisory experience, as defined by New York State Civil Service, means responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group.

Typical duties may include, but are not limited to, assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline. The supervision aspects must be an integral part of the job, not incidental or occasional. True supervision (e.g., first-line supervisors as opposed to "lead workers") is characterized by: (1) the close and immediate supervision of permanently assigned employees, on a regular, ongoing basis; (2) responsibility for the assignment and review of work, providing work instruction, the evaluation of work performance, maintenance of work standards, handling absenteeism, discipline, etc.; (3) accountability for the quantity and quality of subordinate's work and/or the completion of projects and program accomplishments.

NOTE 4: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
