Job Description:

BASIC FUNCTION:

Plan, organize, and direct operations and maintenance of campus facilities. Manage staff, finances, equipment and contracts, related to the construction, maintenance, remodeling and repair of campus buildings and grounds. Support strategic planning activities and formulate short- and long-term facilities plans to support the campus mission.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • The position exercises management responsibilities over the work of approximately thirty-three facilities and grounds employees in support of fifty university buildings totaling approximately 900,000 square feet; covering seventy-five acres in the Historic District.

  • Responsible for compliance with local, state, and federal building codes, OSHA, and environmental regulations (including air pollution report, hazardous substance registration and gas line inspection).

  • Provide general management and supervision at the University that includes facilities planning, space administration, architectural, engineering and construction management, facilities maintenance and repair, renovations, utility distribution, landscaping, and other maintenance services.

  • Oversee the housekeeping contract.

  • Provide effective technical input for identifying, planning, and designing new construction, renovation, and refurbishment projects, with strong emphasis on historic restoration including design, product research, engineering and estimating.

  • Prepare energy conservation plans, implement energy and utility savings projects, and establish standards for efficient use of utilities. Responsible for waste reduction, recycling, and other green initiatives.

  • Responsible for the development, administration, management, and accountability for a plant budget of approximately $7,000,000 and capital improvement budget of $2,000,000.

  • Maintain cost control through effective management of contracts and efficient use of in-house labor and other resources.

  • Develop and maintain an on-going 10-year building preventive maintenance and capital project schedule; identify areas requiring attention by building,.

  • Coordinate and provide support services for all University special events, i.e., Commencement, Convocation, orientations, etc.

  • Prepare and oversee service contracts for facilities related work including fire protection, elevators, mechanical equipment, and trash removal.

  • Interact with City of Newport officials for historic district compliance, building permits and zoning issues and submit applications for approval as required.

  • Responsible for supporting the President and others the President deems fit with respect to university space utilization and strategic planning.

  • Responsible for reporting to the Properties Committee of the Board of Trustees as to the status of various capital projects. This relates to new construction as well as major renovations to university space.

  • This position is considered "essential personnel," and employees may be assigned work in other areas during emergency situations.

OTHER DUTIES AND RESPONSIBILITIES:

Serve on campus committees, including chairing the safety committee and perform other related duties as assigned by the VP for Operations/CFO or President.

LICENSES, TOOLS, AND EQUIPMENT:

Valid driver's license. Professional license in a field of engineering or architecture is preferred.

ENVIRONMENTAL CONDITIONS:

Office environment, and construction and maintenance sites. Work may be performed in conditions with exposure to noise, vibration, dirt, odor, fumes, toxic situations that may be hazardous; Use of protective equipment is required. The employee must be especially aware of any impact on safety and security.

Requirements:

REQUIRED QUALIFICATIONS:

Bachelor's degree in management, finance, engineering, or related field required. Should have at least 10 years' considerable experience in facilities management and construction, with at least five years in responsible charge of a facilities area, or major component of one. Comprehensive knowledge of federal, state, and local building standards and codes. Knowledge of OSHA compliance regulations required.

Working knowledge of Microsoft Office products required. Must be able to manage multiple projects independently. Excellent oral and written communication and supervisory skills are required.

This position involves traveling throughout the University and could, on occasion, require bending, reaching, ascending, and descending ladders and stairs, stooping, kneeling, crouching, crawling, standing, walking, pushing pulling, lifting, talking, seeing, and hearing.

PREFERED QUALIFICATIONS:

A background preferably in a multi-building complex, with a higher education setting a plus. Knowledge of historic buildings and renovations preferred. CAD experience preferred. Proven expertise in personnel and project management, safety issues, construction, etc. Demonstrated experience with strategic space planning preferred.
