Under the general direction of the Traffic & Lighting Operations Manager, the Assistant Traffic & Lighting Operations Manager is responsible for coordinating and overseeing the installation and repair of complex electrical/electronic computerized equipment associated with traffic signals, street lighting, and the City's fiber optic cable network. This position determines the most appropriate manner in which to repair faulty equipment and performs a variety of maintenance and repair work on electronic traffic equipment. At times, this position will supervise the performance of a crew of workers in installing and repairing traffic signals and street lights.

Scope of Responsibility:

The position will receive general direction from Traffic & Lighting Operations Manager, but considerable leeway is granted for the exercise of independent judgment and initiative. The employee in this class is distinguished by the performance of the most difficult, responsible work requiring extensive or specialized knowledge and the use of considerable independent judgment along with responsibility for technical guidance to others.

  • Assists the Traffic & Lighting Operations Manager with leadership and direction in developing strategic plans and implementing programs to sustain the reliability of the complex traffic signal operating systems and other related advanced systems.

  • Assists Traffic & Lighting Operations Manager in developing and reviewing plans and specifications for traffic signals and street lights; makes recommendations for improving existing signal systems and street lights;

  • Evaluates and implements advanced computer technologies for traffic signals, electronics and communications systems. These technologies include high speed communications systems for integrating, coordinating and data retrieval from traffic signal systems, video detection and operations, and intelligent transportation system (ITS), such as traffic surveillance cameras, advance message and warning systems, congestion monitoring, etc. Coordinates systems with other agencies and departments, including ND DOT, Fire, Police, IS and Transit;

  • Assists the Traffic & Lighting Operations Manager on day-to-day and project activities of the unit.

  • Takes malfunctioning traffic signal reports, signing issues, and street lighting issues from Police Department and the public;

  • Responds to diagnose, repair, reprogram, adjust and test as required to return the equipment to safe operating condition,

  • Conducts complete signal controller cabinet diagnostics tests, inspections and legal documentation after pedestrian or vehicle incident to confirm proper operation of City's signal equipment;

  • Operates, maintains and repairs complex traffic signal systems including fiber optic communications;

  • Makes design modifications to traffic signal systems in accordance with complexity of systems;

  • Responds to traffic signal critical alarms;

  • Coordinates and communicates with Traffic Engineering staff regarding electrical projects and systems.

  • Programs ITS devices located in the traffic signal cabinet, including, but not limited to: traffic signal controller, conflict monitor, uninterrupted power supply, emergency vehicle detection, Ethernet network switches, vehicle detection systems, traffic surveillance cameras, and accessible pedestrian systems.

  • Oversee the installation and repair of city fiber optic network operations including network installation, modification, troubleshooting and repair. Provide support to City Information Services Department.

  • Programs and tests equipment before use on street;

  • Performs preventative maintenance on traffic signals equipment at the intersection or in the shop to ensure on-going proper operation; disassembles traffic signal and repairs and/or replaces necessary parts, wiring, etc.

  • Using independent judgment provides supervision and leadership to department personnel under the span of control when Traffic & Lighting Operations Manager is unavailable.

  • Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;

  • While performing the same or similar work as employees under the line of authority, serves as a team leader, assigning particular work to co-workers and ensuring the employees know and follow department and city rules as well as sound work and safety practices;

  • Approves expenditures for purposes and amounts that are within the budget and within the authorized approval limits of the job.

  • Works to ensure the most cost-effective alternatives are identified when planning expenditures.

  • Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.

  • Frequently interacts with others in the work unit, the public, vendors or across departments to exchange detailed and/or technical information;

  • Interaction with the public, vendors or across departments occasionally includes negotiations involving convincing the other party to do something to achieve a basic work related objective;

  • Communications include responsibility for maintaining relationships that are key to the function. Establishes and maintains effective working relationships with contractors, utility companies, other City employees, and the public.

  • Gathers and maintains detailed records of work unit activities and other required records. Prepares a variety of reports and reviews reports prepared by staff for compliance with department, local, state and federal rules. Prepares a variety of periodic reports for supervisor's review as required.

  • Serves on on-call list for after-hours response needs.

  • Removes poles, cabinets and associated traffic control equipment damaged by crashes or weather; evaluates damage to traffic control devices caused by crashes or weather; conducts emergency repair of traffic signals due to accidents, malfunctions, and weather.

  • Same for signs and street lights.

  • Performs other duties and activities as assigned.

The job requires an Associate's degree in either the electronics/electrical field or in the civil engineering technology or a closely related field and 10 or more years of previous experience in the design, construction inspection and/or installation, maintenance, troubleshooting and repair of traffic signal control equipment, including experience with micro-processor based control equipment; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Applicant must also have previous experience working with GIS software, and AutoCAD or Microstation drafting software. A valid driver's license is also required.

Must attain IMSA (International Municipal Signal Association) Traffic Signal Level II Certification within 2 years and Traffic Signal Level III Certification within 3 years.

Knowledge, skills, and abilities include:

  • Knowledge of computer ITS software applications and communications technologies;

  • Knowledge of electrical theory, safety requirements and occupational hazards of live electrical circuits;

  • Knowledge of the principles, concepts and procedures of installing, maintaining and repairing electronic equipment and systems including micro-processor based control systems;

  • Knowledge of general traffic signal construction; local, state and federal electrical codes for construction operation;

  • Knowledge of human resource management practices such as training, delegation, scheduling and performance evaluation;

  • Skill in organizing and prioritizing work;

  • Skill in the proper and safe installation, maintenance and repair of electronic equipment and systems;

  • Skill in mathematical computation to carry out repair and installation duties;

  • Ability to communicate effectively in both verbal and written forms, and have strong customer service and public relations skills;

  • Ability to establish and maintain effective working relationships with others.

  • Knowledge of relays and DC/AC control equipment

  • Street lighting.

Most work is performed in a normal shop environment (70% of time) with regular active participation in field activities. Shop work is generally light with considerable variety. Daily work often involves moving between buildings and rooms with occasional driving to attend meetings. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines.

When participating in field activities (30% of time), the work is very heavy and performed outside in or near streets and roadways. Field work involves lifting traffic heads weighing 40 to 50 pounds, driving or riding in a truck to locations needing service. There is frequent exposure to multiple disagreeable working conditions and hazards such as extreme weather conditions, traffic and equipment noise and fumes, dirt, moving traffic, aerial work at heights up to 20 feet operating the bucket truck or eight to ten feet on a ladder with appropriate safety equipment; frequently works with electrical circuits, hand and power tools; (at times around water), generators, etc.

Light Work: Reaching, standing, walking, digital dexterity, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.

Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amounts of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
