GENERAL SUMMARY

This is a professional level management position assisting in the day-to-day operations of City government. Working under the general supervision of the City Manager, the Assistant to the City Manager performs a variety of routine and complex clerical, administrative and technical work in the administration of City government.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Assist the City Manager in implementing priority recommendations

  • Prepares a variety of studies, reports and related information for decision making purposes; conducts research, analysis and prepares recommendations regarding proposals for programs, grants, services, budget, equipment, etc.

  • Makes presentations to supervisors, boards, commissions, civic groups and the general public as assigned

  • Recommends policies and procedures to improve efficiency and effectiveness

  • Coordinates activities with other departments and agencies as needed

  • Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; assists in the preparation of annual budget requests; to ensure that the highest city priorities are accomplished in a timely and cost effective manner

  • Supports and assists the city Finance Department in administering the city IT assets to get the most out of them, including the city website

  • Makes presentations to supervisors, boards, commissions, civic groups and the general public as assigned

  • Performs or assists subordinates in performing duties; adjusts errors and complaints

  • Provides administrative assistance to supervisors in meeting management; assembles background materials, prepares agendas, and records action items for various meetings

  • Prepares drafts of speeches, presentations, resolutions, ordinances, contracts, administrative policies, etc. as assigned

  • Investigates and follows-up on citizen requests for service, complaints, and requests for information

  • Assists in the development of notices, flyers, brochures, newsletters, media releases, news articles, and other informational materials about programs and services; leads and supports all city public relations and positive image efforts and initiatives

  • Performs related duties as assigned within the general knowledge, skills and abilities set forth

KNOWLEDGE, SKILLS AND ABILITIES

A Bachelor's Degree in public administration, Masters Degree preferred, political science, human resources, business management, planning, or a closely related field from an accredited college or university and 2-5 years of related experience or any equivalent combination of education and progressively responsible experience, with additional work experience substituting for the required education on a year for year basis.

  • Knowledge of the principles and practices of modern public administration

  • Knowledge of modern records management techniques

  • Ability to accurately record and maintain records

  • Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials and the public, especially the City Manager, Executive Secretary, Intern to City Manager and Human Resources Director

  • Ability to communicate effectively verbally and in writing

  • Ability to operate: typewriter, personal computer, including word processor, spreadsheet and data base software; mainframe computer terminal; 10-key calculator, telephone, copy machine and facsimile machine

The employee in this classification will be required to frequently lift objects of up to 10 pounds in weight. Occasionally the employee will have to lift/move objects of up to 25 pounds in weight. Vision requirements for this position include close vision and the ability to adjust focus.

The employee works in a climate controlled office environment, with a moderate noise level.

This position is responsible to perform an active role in meeting all performance goals and metrics for the center as defined by management. In order to do so, this position requires attention to detail, excellent customer service skills, and a passion for sales. This position is responsible to develop, assist, and participate in all marketing and collection efforts, both internally and externally. In the absence of a CSM, this position would be required to perform all CSM responsibilities. Responsibilities Customer Service, Sales, & Marketing: Actively lead and assist employees in meeting the center's performance metrics as defined by management. Understand, recommend, and sell financial products and services to customers. Build strong relationships with current and prospective customers, in person and over the phone. Manage customer concerns, and actively participate in customer transactions. Deploy marketing efforts in the community to generate sales and customer growth, and complete marketing tracking sheets as required. Qualifications Equivalent Education Level Required: High School Diploma or equivalent required; some college preferred.
