DESCRIPTION OF POSITION Serves as administrator of the division of Educational Services which encompasses all aspects of curriculum and instruction including staff development, selection and adoption of instructional materials, assessment, services to ELL students, pupil personnel services, child development services, state and federal projects, child welfare services, health services, special education, and gifted and talented education. Supervisor and evaluator of six directors.

DISTINGUISHING CHARACTERISTICS The position requires subject matter expertise in educational programming, curriculum and instructional strategies, and technology. Directly related administrative and leadership experience is necessary to manage the District educational programs and services. The job requires the ability to analyze, develop, and offer solutions to curriculum and instructional issues and concerns.

Decisions are made that have a critical impact on District goals, the organization and administration of educational programs, and services. The position has executive management responsibility for planning, assigning, reviewing, and evaluating the quality and quantity of work of professionals, technical, and clerical employees. The incumbent frequently meets with teachers, support, and administrative personnel to influence, motivate, and monitor the objectives of the District's educational themes.

The position meets regularly with the Superintendent, Cabinet, and policy makers in planning instructional matters, implementing decisions, and keeping the District current in the latest in curriculum, assessment evaluation, and pending and potential grants, as it relates to the curriculum and instructional needs of staff and students. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Administers three major areas of instructional services: a) ensures continuous curriculum improvement at all levels, b) provides staff development opportunities for all school personnel, and c) provides instructional materials and equipment to augment instructional programs. 2.

Administers the development of courses of study, assessments, instructional materials, technology, programs, interventions, and evaluation. 3. Covers the area of curriculum development, planning, and evaluation; educational technology; improvement of instruction, and policy development related to curriculum and instruction. Organizes various District committees as needed.

Supervises the pre-K to 8 development, administration, and evaluation of special education, health and guidance services, child welfare services, services to ELL students, especially in terms of Prop 227 guidelines, state and federal projects, and the District testing program. 4. Provides leadership in the area of developing the LEA Plan and Addendum and coordinating the District Plan with subsequent school plan writing. Coordinates services of District resources to individual school staffs.

Observes the instructional program in practice through regular visits to schools. 5. Guides the District in its assessment program dealing with state testing, subsequent API/AYP analysis, and District benchmark analysis. Assists staff in using appropriate assessment instruments in the area of mathematics, language arts, writing, and reading.

Provides leadership in the implementation of a standards-based curriculum and in the development of in-service training programs for total staff and individual schools, as well as an alternative education site and Head Start/Children's Center First Five programs. Monitors all federal and state programs for compliance. Articulates with the Board and school personnel of curriculum/instruction/staff development and program effectiveness. 6.

Supervises the selection, distribution, and inventory of instructional materials; provides for the coordination of curriculum materials. 7. Assists with, and initiates applications for, grants and other special sources of funds in support of District goals, and ensures that grant dollars are spent for intended purposes. Identifies community resources which may enhance the programs of the division in support of District goals. 8.

Provides support and assistance as needed to principals and school staffs, as well as to directors and coordinators in the division. Serves as liaison with the State Department of Education and the Los Angeles County Office of Education in appropriate areas. 9. Provides leadership in parental involvement for the District in development of English learner programs and staff development, as well as providing coordinated parent training programs. 10.

Assists in the preparation of that portion of the District budget that relates to curriculum instruction and educational technology and related support services. Reflects the assistant superintendent's responsibility in managing the budget and accounting for such funds as instructional materials, federal categorical dollars as well as grants from various sources. Is responsible for reviewing, analyzing, and evaluating pending legislation and/or legal mandates, regulations, and guidelines which may affect the District programs, functions, and activities as related to the division. 11.

Is responsible for maintaining a respectful atmosphere of service orientation among all Educational Services Division staff toward school sites and the community. 12. Provides leadership in District systemic change, specifically Professional Learning Communities (PLCs), Systematic ELD, and EL Frontloading and Early Literacy initiatives. 13. Oversees the development and implementation of technology supporting student learning through E-Rate, the development of school technology plans, web-based data management programs (AERIES and OARS), and staff development. 14. Oversees the safety and security of all students including the development of school safety plans, discipline policies, attendance, and alternative education support and placements.
