Position: Assistant Superintendent Human Resources

Department: Human Resources

Reports To: Superintendent

FLSA: Exempt

Summary

Plans, directs, integrates, and coordinates the operation of the Department of Human Resources to enhance the utilization, stability, and morale of District work force. Promotes the overall efficiency and effectiveness of human resources programs such as classification and compensation, recruitment and selection, benefits, and professional development. Serves as the District's labor relations executive.

NATURE AND SCOPE

Under general direction and broad managerial goals, integrates distinct, yet closely related activities that compromise a human resources department. Work situations are broadly defined an strategic in nature, requiring working with organization, management an staff at all levels and resolution of highly technical problems that must consider trade-offs risks, and status of others.

External contacts include but are not limited to advisory and policy boards, regulatory agencies, and labor unions. Work is conducted in an office environment, however involves substantial regular and off hour time for meetings, conferences, and special hearings.

DISTINGUISHING CHARACTERISTICS

Advancement to this position would be in the form of a promotion and would generally come from a lower level Human Resources Manager position, subject to meeting the minimum qualifications. Advancement beyond this position would involve integration of dissimilar work units beyond human resources.

ESSENTIAL TYPES OF DUTIES (Examples)

? Develops and administers a comprehensive system for human resources development including administrative programs for classification, compensation, and advancement; training and development; recruitment, selection, and succession planning; and recognition programs.

? Develops and maintains a system for personnel records for all employees in order to provide comprehensive, efficient, accurate and current records of all matters pertinent to employment, transfer, tenure, retirement, leave, and promotions.

? Keeps abreast of governmental statues, regulations, and rules relating to personnel administration and advised appropriate parties of the provision of the law. Maintains contact with legislative bodies on matters pertaining to personnel management in education.

? Plans, organizes, directs, coordinates, and participates in the recruitment of certificated and classified personnel for the District. Screens managerial candidates.

? Maintains close contact with all departments and school sites in planning and anticipating certificated and classified personnel needs.

? Establishes standard and oversees the selection of qualified certificated job candidates.

? Conducts collective bargaining with labor unions, securing contracts that best serve the District's interests.

? Interprets the most complex and sensitive personnel policies and regulations for staff and makes recommendations to the executive team and advisory boards concerning the formulation of personnel policies and regulations.

? Counsels with management and employees to resolve complaints, difficulties and other matters related to personnel management and works with supervisors on difficult or sensitive personnel matters.

? Directs the day-to-day administration of labor contracts and salary schedules for all personnel.

? Oversees preparation and maintenance of statistical information on all personnel and assures submittal the necessary Federal, State, County and local statistical reports.

? Directs and participates in research pertaining to personnel, including salary research, studies of staff characteristics, professional standards and other pertinent projects.

? Reviews and consults on recommendations for termination of employment, assembling substantiating information for dismissal of employees and arranging any necessary conferences and hearing.

? Oversees and prepares the Superintendent's personnel recommendations for submission to the Board.

? Serves as the affirmative action officer for the District.

? Performs other tasks, as assigned by the Superintendent, in support of the objectives of the position.

QUALIFICATIONS

Knowledge and skills: Requires advanced professional knowledge and professional specialization in the principles, practices, and techniques of labor relations, human resources management, management education, succession planning, recruitment and selection, and group process facilitation. Requires a basic understanding of human resources information systems (HRIS). Requires advanced human relations skill sufficient to conduct complex labor negotiations, education with small groups, influence the behavior (motivate) of groups and individuals, and to develop relations with special populations.

Abilities: Requires the ability to accomplish business plan objectives as they relate to human resources; to integrate the work activities of assignment to other systems; and to carry on negotiations in strained situations.

Physical Abilities: Requires the ability to speak in a clear and convincing manner; to hear others; and sufficient visual acuity to notice non-verbal actions and to read word and letters.

Education and Experience: Requires completion of Masters Degree in an education or human resources development specialty, plus 8 or more years of direct experience in labor relations and three of the following areas: management education and group process facilitation; succession planning, recruitment, and selection; compensation and classification; and outreach-oriented recruitment. Additional experience may substitute for advanced degree requirements.
