We are seeking qualified candidates for a position as an Assistant Resource Test Director (ARTD) for Pacific Range Support Team (PRST) to be located at Vandenberg Air Force Base in support of the US Air Force 30th Space Wing, and work directly with the Missile Defense Agency's (MDA) Resource Test Director (RTD) in preparation for and execution of MDA flight tests. This position identifies and integrates MRTFB and non-MRTFB assets into seamless situational awareness and truth date collection systems supporting MDA test objectives. The ideal candidate will:

  • Have the ability to assess operational capabilities to meet test objectives, and author and maintain the RTD checklists for mission execution countdowns.

  • Possess expertise in coordination of on-console documentation such as the test constraints, document and launch commit criteria documents.

  • Consolidate changes recommended by supporting assets and determine the priority of the assets per the mission test guidance.

  • Be experienced with mobile radar, EO/IR, telemetry and communication instrumentation for land, air and ship platforms.

  • Have completed MDA Flight Test Training Levels I-IV for an MDA Flight Test Mission.

Applicants must possess an active or recent Secret or above Security Clearance and the ability to obtain and maintain a Common Access Card (CAC).

Qualifications:

  • Bachelor's degree in STEM discipline (Math, Science, Engineering or Technology), or equivalent experience.

  • Five (5) to ten (10) years with DoD T&E range operations, program management and/or range instrumentation and communications experience and airspace management; and experienced with Universal Document System (UDS).

  • On-Console operator for flight/missile testing, whether it be range operations, land, air or sea instrumentation operations.

  • Must be proficient in all Microsoft Office software applications.

  • Demonstrated strong interpersonal and organizational skills.

  • Excellent written and oral communications skills are essential.

  • Prior experience working with government contracts and contract representatives, program sponsors, technical working groups and instrumentation engineers and operators.

The REM will work on site at the customer's facilities at Presidio of Monterey to provide comprehensive energy management services. The REM will identify energy conservation opportunities and help facilitate the implementation of projects, initiatives, and programs that reduce energy consumption and demand, save money, and help the environment. The REM will augment existing customer capabilities, work with both the customer and Tetra Tech in a team framework, and be an on-site action agent to facilitate energy and cost savings and attain federal and Army goals. Primary duties will focus on energy management, including program management services, but work will also include: * Developing energy efficiency improvements for facilities * Walking facilities daily to conduct energy audits, identify energy conservation opportunities, and develop projects * Developing distributed generation opportunities * Developing renewable energy projects * Providing energy training * Performing design reviews * Analyzing energy and utilities data * Recommending improvements to energy and utility procurement operations and maintenance * Supporting construction of energy projects * Other related duties The REM is required to have 3 to 10 plus years of experience in energy management or energy engineering. Strong utility experience, HVAC background, and experience with energy auditing, project development, life-cycle cost analysis, direct digital controls, commissioning, and building/system optimization is desired. Previous experience working at Federal / Department of Defense facilities, particularly Army bases, is a plus. The position requires: * Knowledge of utility information systems, energy management technologies, and metering * Excellent verbal and written communication skills * Excellent analytical, interpersonal, and presentation skills * Excellent problem-solving skills and ability to produce results * Ability to produce technically correct finished work, including technical reports, white papers, metrics, and briefs * Proficient computer skills, including the use of spreadsheets, especially MS Excel, and other database applications BS in engineering or energy-related field is preferred, but military or civilian experience working at Army bases or other Federal installations, and experience in energy-related field may be acceptable. Certified Energy Manager (CEM) designation is preferred and may be required to be obtained within first year if the candidate does not already hold this designation. U.S. citizenship is required, and you must be able to obtain and maintain a security clearance. The work environment will consist of an office environment, as well as frequent field visits in and around various client facility sites. You must be able to exert up to 20 lbs. of force occasionally, up to 10 lbs. of force frequently, and a negligible amount of force constantly to move objects. Physical demands are in excess of those of sedentary work. Light work usually requires walking or standing to a significant degree, such as walking 3 to 6 miles in a few hours.
