The Assistant Property Manager supports the Property Manager with the day-to-day operations of the property. They assist the property manager with all compliance related to certifications and running the property, to include leasing, unit inspections, processing rents, and file compliance. The assistant Manager upholds all Fair housing, local, State, and Federal Laws.

ESSENTIAL FUNCTIONS/TASKS:

  • Answer incoming phone calls and respond to walk-ins.

  • Provide applications and rental qualification information to applicants; and screen and accept applications.

  • Contact applicants on waitlist to set up pre-move-in interviews, send applications for screening, and remove applicants who decline or are unresponsive.

  • Show apartments to prospective residents.

  • Prepare move-in files for new residents.

  • Prepare annual recertification packets.

  • Print EIVs for annual recertification using the online REAC system.

  • Conduct interviews, process, complete, and submit recertifications for review; follow up on all necessary information including notification and obtaining tenant signature.

  • Assist with quarterly zero-income interviews and follow up with information to OHCS and Compliance Officer.

  • Conduct monthly, quarterly, and annual unit inspections in coordination with maintenance staff.

  • Collect, prepare, and deposit rental checks; provide receipts.

  • Monitor rent delinquencies and follow up with collection efforts (as needed).

  • Prepare and post recertification notices, 72-hour notices, 24-hour notices and others, as needed.

  • Enter all tenant maintenance requests in Yardi.

  • Maintain online tenant database and paper files and project/building files and paperwork.

  • Enforce Lease and House Rules.

  • Assess and respond to in-house crises.

  • Respond to tenant and building emergencies.

  • Complete and submit weekly occupancy reports.

  • Assume on-call Property Manager duties when needed.

  • Implement Affirmative Fair Housing Marketing Plan.

  • Communicate effectively with residents, prospects, vendors, co-workers, and supervisors.

  • Attend trainings, seminars, staff meetings, etc.

  • Support HUD Properties Administrator and others with projects and requests as assigned.

  • Keep HUD Properties Administrator and others updated on vacancy status, tenant problems, staff performance, building condition/concerns, budget, and compliance issues.

  • Read, understand, and comply with policies and procedures established by Harsch Investment as outlined in Employee Handbook and training materials.

  • All other duties as assigned

EXPERIENCE, TRAINING, SKILLS REQUIRED:

  • Three years of experience in property or apartment management preferred.

  • Proficient use of computer systems including Microsoft Office. Yardi Voyager experience a plus.

  • Basic knowledge of Landlord Tenant Laws, ADA requirements, Fair Housing laws, and OHSA regulations.

  • Strong writing and math skills necessary.

  • Ability to work in a fast-paced environment.

  • Ability to work with individuals in crisis (mental/physical health, housing/housekeeping issues).

  • Must be able to understand and relay HUD regulations regarding rent qualifications, certifications, and other documentation.

  • Excellent written and verbal communication skills.

  • Good analytical, organizational, and interpersonal skills, detail oriented, capable of handling multiple tasks and meeting deadlines.

  • Utilize good customer service skills when assisting tenants, vendors and others.

  • Problem-solving talents, proactive approach in role.

  • Dependable, reliable, cooperative.

  • Team player with strong work ethic and pride in work.

EDUCATION:

High school diploma at minimum- college degree or some formal training preferred or job experience.

LICENSE OR CERTIFICATE REQUIRED:

  • HUD Occupancy Specialist (within six months of DOH).

  • Low-Income Housing Tax Credit Compliance).

  • Valid Driver's License preferred.

TRAVEL REQUIREMENTS:

Travel may be required.
