Job Description:

SoBran, Inc is seeking an Assistant Project Manager (Operation Support Specialist III) to serve at our facility in Gaithersburg, Maryland. This person will assist the Project Manager with oversight of the NIH Property contract and SoBran personnel. Will serve as secondary point of contact to coordinate all actions between the Government COTR for daily operation issues and project assignment to maintain continuity. Assist the Project Manager in assign daily tasks to all SoBran personnel. Assist in resolving employee relation problems immediately and maintain discipline. Assist with all necessary administrative and managerial duties over SoBran employees. Fill in as needed in all work positions as necessary due to absences of employees or during "peak" workload requirements. Will serve as the backup to the Project Manager and will assume all Project Manager responsibilities in his/her absence. May operate all equipment in warehouse as needed.

Duties will include:

  • Assist the Project Manager with designating daily action plans

  • Assist with resolving existing or emerging issues regarding operations and personnel

  • Communicate with the Dispatcher throughout the day to resolve any surplus pickup issues

  • Meet with Inventory Specialist on quality assurance spot checks and corrective action plan

  • Monitor the progress and staff activity throughout the day

  • Assist with reports required in the SOW provided to the COR and upper management

  • Attend meetings with Government personnel in the absence of the PM or as required

  • Ensure the warehouse is secured at the end of each operational day

  • Assist with conducting interviews

  • Assist PM with maintain SoBran policies and procedures at the NIH property warehouse

  • Attend company training and workshops as required

  • Periodic meetings with PM and/or Senior Program Manager

  • Other duties as assigned.

Experience/Education Required:

  • College Degree with 3 years of relevant experience or high school diploma and 5 years of relevant experience

  • Ability to problem solve multiple issues effectively and rapidly

  • Ability to manage a high volume warehouse under strict GSA policy and procedures

  • Possess a creative mind to find alternate solutions to get a project completed efficiently and effectively

  • Meticulous attention to detail

  • Strong organizational and time management skills

  • Team player and able to communicate effectively both written and verbally

  • Ability to achieve assigned goals in the minimum amount of time

  • Ability to lift 60 lbs.

This position is knowledgeable in building systems and construction methods specifically in a health care environment. Have the ability to manage multiple, large projects at one time with some supervision. Develop/engage project teams using a competitive RFP process. Assist in guiding project through local, State and Federal building restrictions and code compliance. Accurate budgeting, scheduling, logistics, ICRA, ILSM from conception through completion. Follow the CAR/PAC process for pre-validation, validation and request for full funding. Take a leadership role in finding new methods/approaches to help execute work faster and more efficiently. Challenge assumptions and bring new ideas to the table that could benefit the entire department in executing our role. Maintain a vendor ranking and ensure we reinforce success by re-engaging firms that perform excellent work and value the relationships in the system. Collecting historical cost and schedule data to utilize in predicting future cost and time to execute projects (send to corporate at projection completion). Ensure all parties on the project have executed a contract and have provided all the required insurances prior to commencing work. Ensure the highest ethical standards when dealing with our vendors. Ensure vendors compliant with the terms of the agreement and that the business terms agreed are fair to both the vendor. Use business term guidelines. Job Requirements Bachelor's degree, Master's degree preferred. At least 5 years of hospital construction experience required Travel 25% to 50%; strong leadership skills; specific construction implementation experience, some development experience, code and permit knowledge, negotiating skills, strong interpersonal skills to lead vendors, solid business decision making skills.
